Its simple really.
Dr M will never be appointed PM by Agung. Monarchies in malaysia have taken timber, mining, sand, power producers etc since Dr M left. They won't want him back. They dare not do this if Dr M is back.
The rural voters need some convincing that oppoes have ability to rule.thats where Dr M role is.giving confidence to voters that they have experience and track record in administrating the country.
Those days under Dr M, before IS, there were communist terrorist. People were murdered, butchered, killed just because they owned plantations or friendly to gahmen. You need tough leaders to deal with these types.
