</TD></TR><TR><TD class=textu>Romania’s ambassador in Japan, accredited to Singapore, Aurelian Neagu, reiterated today, in an audience at the Singapore Ministry of Foreign Affairs, Romania’s commitment to support a rapid clarification, in accordance with the applicable laws, of the case of Mr. Silviu Ionescu, charged by Romania’s Prosecutor’s Office to the High Court of Cassation and Justice for manslaughter, unauthorized departure from the accident site and misrepresentation. Considering the charges brought against Mr. Ionescu by the Prosecutor’s Office, Mr. Ionescu was suspended from his labor relationship with the MFA under the provisions of Art. 60 of Law 269/ 2003 (Statute of Romania’s Diplomatic and Consular Corps).
Mr. Neagu also emphasized that the Romanian authorities wanted to fully abide by the law and international procedures in dealing with this case. The Ambassador mentioned the ongoing internal procedures in Romania needed to facilitate the visit of the Romanian team in Singapore to elucidate aspects related to the investigation. In this context, the Singapore side reiterated its appreciation for the correct attitude of the Romanian authorities’ in this case.
MFA Singapore informed the Romanian party that Singapore’ s Ambassador in Brussels, Anil Kumar Nayar, has been appointed to contact the responsible institutions in Romania, in order to discuss about the starting of the works of the rogatory commission. The Singapore Government will also engage a counsel to facilitate communication with the legal system from Romania.
Regarding the diplomatic immunity of Mr. Silviu Ionescu, the Romanian Ambassador Aurelian Neagu showed that penal jurisdictional immunity is applicable in the case of the incident on December 15, 2009, in which the former Romanian charge d’affaires is being charged. The Romanian point of view is based on the fact that at present there are ongoing judicial procedures in Romania related to the case, the circumstances and the person responsible for the accident not having been yet established.
The Embassy of Romania in Singapore will convey the Singapore MFA during the day of April 29 the letter of the Minister of Foreign Affairs of Romania, Teodor Baconschi, addressed to his Singaporean counterpart, George Yeo, in response to his letter from April 26, 2010. The letter reiterates the determination of the Romanian authorities to strictly follow the legal procedures in the case of Silviu Ionescu and the Romanian MFA readiness to receive the visit to Bucharest of the Singapore ambassador in Brussels. The letter also mentiones the ongoing procedures regarding the arrangements made for the visit of the Romanian team to Singapore.

Singapore issued an arrest warrant for Ionescu, and Interpol issued a red notice against him. The Government had also said that based on the Vienna Convention on Diplomatic Rights, Ionescu was not protected by diplomatic immunity for his deeds. Based on Article 39(2), a diplomat loses immunity for private acts once he leaves his post in the host country..... BUT...
On Monday, Mr Yeo told Parliament that the red notice has been suspended because of the disagreement over the intepretation of the article.
