角頭翁其奇楠遭槍決　4警主管在場「泡茶」

<table class="left" cellspacing="0"> <tbody><tr><td><label> </label></td></tr> </tbody></table>發生在5月28日，台中黑道角頭翁奇楠，在生技公司遭到行刑式槍決，傷重不治，現在驚傳案外案，在槍擊案發生時， 有4名台中市警局主管，竟然人都在槍擊案現場，和角頭一起「泡茶」，槍擊發生當下，有2名員警嚇的躲在茶几旁邊；這個消息，由台中市警局長胡木源親口證 實，對於其中2名警局主管，交通隊長林啟右調職，以及記過一次，至於市刑大偵三隊隊長林文武明天就要退休，今天被記過一次。
台中市角頭翁奇楠，光天化日在生技公司被人開槍射殺，現在驚傳案外案，槍擊案發生時，正好有4名台中市警局員警在現場。
台中市警局長胡木源：「我們的同仁，2個在裡面，2個在外面，所以沒有4個人集中在一間打麻將的情形。」
這4名員警，分別是市警局交通隊長林啟右、市刑大偵三隊隊長林文武，以及和他們一起前來的駕駛，交通隊小隊長石長興、市刑大偵查佐戴志宏。
胡木源：「攝影鏡頭照到，他們蹲在茶几的後面。」議員：「蹲在茶几的後面，那是做什麼事？」胡木源：「他們在躲子彈。」
警方表示，當天下午3點20分，偵三隊隊長林文武與偵查佐戴志宏先到場，接著3點41分，林啟右與石長興抵達，直到4點15分角頭翁奇楠出現，接著就發生槍擊命案。
前交通隊長林啟右：「我們5、6個人在裡面泡茶，聽到槍聲以後，我們就趴下來，外面的情形，我們都不知道。」
當事人林啟右出面澄清，當天是受退休員警邀約到場泡茶，並不知道會與翁奇楠碰面，但員警私下與黑道角頭有接觸，再次成了議員炮轟的焦點。
民進黨議員黃國書：「你的同仁發生這樣違反風紀的案件，你覺得你該不該向台中市民道歉？」胡木源：「我的疏失，沒把風紀管理好，這個我對市民不能交待。」
這起事件，幾乎成了壓垮治安的最後一根稻草，事發後，將在6月2日退休的偵三隊長林文武，被記過一次，而交通隊長林啟右也被記過調職，另外2名駕駛則給予警告。

台中市五月廿八日發生黑道大哥翁奇楠被人登堂入室槍決，昨日更爆出案發當時竟有四名官警在場，且一名警官受槍傷！員警說是去泡茶、聊天。但台中市長胡志強、市警察局長胡木源卻在五天後才知內情。議員抨擊，「難道這是個黑白共治的城市？」胡志強難掩錯愕，懊惱地表示「像被開槍後，又被補了一槍。」
針對有高階警官在槍擊案發生時在場，胡志強以「若有高階警官涉案，我和警察局長該不該人頭落地？」強調負責。
上周五下午四點多，中市發生猶如行刑式槍擊案，黑道角頭翁奇楠在公司遭槍擊喪命。
命案偵查尚未有著落，昨日卻驚爆市刑大偵三隊隊長林文武、交通隊長林啟右、今年三月剛退休的前市警局少年隊副隊長陳文雄在公司密室招待所泡茶；交通隊小隊長石長興、市刑大偵查佐戴志宏在外看電視。
回憶案發當時，自槍聲響起到歹徒離開，整個過程約一分廿六秒，在場官警全都趴在地上不敢動，直到確定槍手離開公司，才分別起身出來查看狀況。
當時，兩名道上兄弟翁奇楠及賴榮振雙雙倒臥血泊，石長興右腳腳趾遭流彈波及，四名官警未等警方及救護人員到場，即迫不急待先行離去。
公司內外至少設有六個監視鏡頭，還原了槍擊案發生經過。外傳槍案現場發生時，官警正在打麻將，但警方否認，並對林啟右、林文武記過調職處分。但議員認為薄懲難杜市民悠悠之口，台中市警局長胡木源否認，表示經調查只是泡茶，宣示「年底不破案，下台負責」。
台中地檢署已傳相關官警說明，僅石長興因腿傷還未到案。檢方初步認定，員警在場，與刑案偵辦無關，僅能算個人「不當行為」，目前以緝凶為重點，尚未查出員警有違法行為。
前天胡志強耳聞，案發時有員警在場，主動向胡木源詢問，得到回應是「還在查證中」；昨天上午他又聽到更確切情資，指稱有四名員警在案發現場泡茶、打麻將，二度向胡木源求證，得到「正由督察室調查」答案。
直到昨天下午兩點，胡志強搭車前往市議會，要參加兩點半的市政總質詢時，即接到市警局新聞稿，內容載明確實有四名員警，而且還是高階警官，在槍擊案當時在生技公司泡茶，讓胡滿臉豆花。
從 五月廿八日到六月一日歷經五天，內情被「暗槓」五天，胡志強雙手一攤說「我能去責怪警察局長嗎？」他說，警察要痛定思痛，一定要和黑道泡茶才能辦案嗎？他 相信警方是謹慎查證，不願相信警方是為隱瞞事實，但對自己三令五申警紀時，竟然有高階警官和黑道往來，強調「心真痛啊！」
據了解，案發現場的監視器拍到槍擊案發生時，林文武、林啟右躲到沙發後的鏡頭，帶給民眾不佳觀感。胡志強說，會查出真相，而他向黑道宣戰立場從未改變，也未有停歇，短時間恐看不見成效，需長時間付出與努力。

The police chief of Taichung has resigned.
In my opinion, he didn't have to resign if it was simply a case of suspected collusion between his men and the gangsters.
He had to resign because the investigation report issued on the incident did not clearly address why his men were at that place at that time, and why they left after the shooting.

Ok! Now the more juicy part came out!

It was rumored by ROC media previously that some of the scene's CCTV recording had been erased to cover up the triad - mata murder scandal.

Now it confirmed that a mata had used a stick to shift away the CCTV camera just only one day before the shooting. So that the camera now don't show the shooting victim's desk (only showing a little corner of it) thus not helpful for the investigation.

Tell me this is not a cover up and premeditated com-plot involving mata?

On one day the recording showed that 4 mata were playing majoing in the office of the shooting victim (gangster head)!

台中槍擊案爆發警紀醜聞案，經過11天，警方晚間九點終於公布現場七天內錄影帶，由於案發前一天，其中一位戴姓警察變將監視器移到最左邊的視角，以致5月24日案發當天錄影畫面，看不到現場情況，對偵辦效果有限。
警政署副署長伊永仁主持記者會表示，從畫面可以看到，戴姓警察拿著類似掃把柄將監視器移往左邊，只能看到被殺角頭翁奇楠辦公桌的邊緣，畫面呈現有限。
根據警方公布畫面顯示，其中一天出現四名警察打麻將，在翁奇楠的辦公室內，四名警察或參加打麻將，或一旁觀看。
根據稍早另一段警方公布攝錄到歹徒行兇前的畫面則顯示，翁奇楠遇害當天下午，殺手尾隨到騎樓就開槍，之後又在屋內連續開槍。
從 現場監視器發現，下午4點27分，殺手跟蹤翁奇楠下車開槍，追入屋內30秒後因為卡彈跑出屋外，27分52秒再度進入屋內補槍，疑似又卡彈或者子彈用 完，28分40秒時二度跑出屋外，在接應車內換彈夾，三進屋內再補槍，確定翁奇楠斷氣，才跳上車輛逃逸，過程花了3分又5秒鐘，卻三進三出屋內，致人於死 地的企圖十分明顯，且冷靜程度超乎想像。

It is speculated that the matas were there to help the gangster chief settle his differences with another gangster chief. Unfortunately, it didn't work out and he was shot and killed.

The victim gangster chief was a staunch supporter of the ruling party. His men were heavily involved and had a major role in the previous elections. I suspect his murder could be politically motivated.

Even more interesting now! Senior Prison Officer who was in charge of the killed gangster when he was in jail is caught now by CCTV to be at the gangster's house!

<table class="left" cellspacing="0"> <tbody><tr><td><label> </label></td></tr> </tbody></table>出現在台中角頭林奕宏遭槍殺現場的黑衣男子，到底是不是台南獄警？事隔8個月後，這段槍殺的影片曝光，裡頭的黑衣 男子也被查出，他的確就是台南監獄戒護科工廠主任管理員解世倫，擔任10幾年的獄警，可能是因為林奕宏曾在台南監獄服刑，雙方才會認識，不過那天怎麼會出 現林奕宏的住家，法務部也展開調查。
台南監獄副典獄長黃珍寅：「看起來都是人啊，不知道是誰啊。」
出現在台中角頭林奕宏被槍殺現場的黑衣男子，到底是不是台南獄警？面對記者詢問，原本獄方還一問三不知，不到2個小時，馬上大改口。黃珍寅：「清查之後，有這個人，本監依行政權來清查當中。」
原來這名黑衣男子叫做解世倫，目前是台南監獄戒護科工廠主任管理員，是位有10多年經驗的獄警，他出現在角頭大哥家的監視器畫面，隱匿了將近8個月才曝光，當初辦案的台中警方說，其實當時早就知道，黑衣男子就是台南的法警。
台中第六分局偵查隊長關勝男：「台南監獄的一個法警，這個身分我們也知道，我們在第一時間也查出來，也馬上跟檢察官做一個報告。」
由於台中角頭林奕宏10多年前，也曾因案在台南監獄服刑，從監視器畫面中2人的互動，也看得出2人應該認識，不過，這名叫做解世倫的台南獄警主管，從頭到尾都沒出面對媒體說明，到底他跟死者是什麼關係？為什麼要到林奕宏家？法務部已經下令全面徹查。
