SINGAPORE : The Commissioner of Charities (COC) has given a clean bill of health to seven major charities in Singapore.
They are - Campus Crusade Asia; City Harvest Church; Faith Community Baptist Church; Kong Meng San Phor Kark See Monastery; Kwan Im Thong Hood Cho Temple; New Creation Church; and Trinity Christian Centre.
These organisations were selected based on their total annual income, which exceeded S$10 million a year.
The COC said there are areas found wanting. Firstly, some of the charities still have paid staff chairing their boards, and COC said this may compromise the board's objectivity.
It acknowledged that the separation of board and executive roles is not always practical, as in the case of religious charities. But it said more measures can be put in place to manage problems that may arise, such as formalising a conflict of interest policy.
The review also noted that charities should have a loan policy and seek proper approval of all loans.
At present, charities are allowed to extend loans if they are in line with their charitable purposes. But some loans had been given without the documented approval of the charity's board.
Proper documentation should also be made for any donations made by the charities. The COC said the charities should spell out the application requirements, evaluation criteria and approval limits relating to the donation.
They should also ensure that the external parties use the donations for the stated purposes.
The boards of the seven charities have committed to plug these governance gaps and will submit a progress report by the end of the year. - CNA /ls
