明年60萬人沒工作

金融風暴危機解除，苦日子還沒過去。據土洋機構發布最新預測，台灣明年經濟成長率雖回穩到四％以上、物價僅溫和上漲一％，但失業率還在五％以上的歷史高檔，想工作卻沒工可做高達六十萬人，將是馬政府虎年最嚴峻的經濟課題！

台經院副研究員陳淼提醒，儘管台灣明年經濟是溫的，五、六十萬民眾的日子卻還是苦的，政府應重新檢討短中長期施政計畫的資源配置。並繼續推出各種因應失業的短期方案，「我們要過日子，就業權很重要。如果當下都無法填飽肚子、短期都好不了了，長期是不會好起來的。」

富邦金昨舉行二○一○年趨勢論壇，總經研究部資深協理羅瑋說，主計處每月發布失業率，並不是講無業遊民或遊手好閒之人有多少，民眾光是沒工作還不能被列為失業人口，須是「想工作但找不到工作」才會列入統計。

據各機構發布預測，台灣明年經濟肯定正成長，力道比今年增加四％到六％。但就業無法提振，明年全年失業率最樂觀也僅五．二％，花旗集團甚至估達五．九％。

專家說，這也代表，比起二○○五到二○○八上半年，台灣經濟成長率同樣介於四％到六％，但同期失業率僅三％到四％，明年的ＧＤＰ雖然帳面好看，但無法反應庶民感受。

羅瑋提醒，台灣目前正從循環性失業進入「ＥＣＦＡ時代的結構性失業」。ＥＣＦＡ簽署後，某些受衝擊較深的產業，例如農業、毛巾、塑膠等中低階消費品勢必面臨調整，政府除了學校教育，也應輔導年輕人技術訓練，協助他們因應產業轉型。

前勞委會主委、現任兩岸共同市場基金會董事長詹火生建議，政府要想辦法把待業時間縮短到四個月以下，失業給付對象應擴及中高齡人口。台大國發所副教授辛炳隆則提醒，政府就算雇人抓蚊子、掃公墓，也應創造短期工作的勞務價值，以免進入短期方案後，長期回不到職場，下場更慘。

Singapore recruitment agency told me IRs recruitment campaign is a bullshit and for show only. Ultimately it is the foreigners that they want because they are cheaper. Their stunt is to set criteria so difficult for Singaporeans to apply but in the end they need an inexperienced foreigners to train them up. Thus the IR did not practice what they advertised, our govt is willing to be fooled and hit Singaporeans wrongfully for being choosy.

Apprentice
basic salary $1000.
$1000/22/8.8 = $5.2 per hour
Assuming an average of 60 hours of overtime at 1.5 times rate and 20 hours at double rate per month.
(60*1.5+20*2)*$5.2=$676 per month.
Assuming a mean bonus across Sembawang, ST Marine, Jurong and Keppel at 6 months bonus.

($1000+$676)*12+$1000*6= $26112 annually for an apprentice.

Some old bird having 10 to 15 years of experience still having the grade as a charge hand, their basic salary are capped at $1800 and they are eligible for Overtime incentives and their annual pay will be as below.

$1800/22/8.8 = $9.3 per hour
Assuming an average of 60 hours of overtime at 1.5 times rate and 20 hours at double rate per month.
(60*1.5+20*2)*$9.3=$1116 per month.

($1800+$1116)*12+$1800*6 = $45792

As for a newly graduated engineer, starting salary at $2600 and the starting salary will vary with different class of honors.

Only problem is whether one is tough enough for the job or whether one is a pussy !
