4d Toto and horse cannot.
Becos only soccer has a secret code and is fixed whereas all others has no secret code.
Horse is also fixed but it is too complicated code as the number of horses per race is too many.
Basically you cannot just depend on luck to gamble. That's very silly. You will lose back all your winning even if you are lucky for some time.
