The forum is for world leaders to mark the 60th anniversary of the founding of South Korea.
While there, he will call on President Lee Myung-bak and attend dinners hosted by the president and Prime Minister Han Seung-Soo.
Mr Goh will also meet several South Korean political and business leaders, including its Minister of Strategy and Finance Kang Man-soo and Minister of Knowledge Economy Lee Youn-ho. Mr Goh will be accompanied by senior officials.
