Budget debate
MR LOW KOK SOON: 'I refer to yesterday's report, 'Big drop in COEs ahead'. It was stated that the Land Transport Authority would introduce a new formula to address a perennial mismatch of supply and demand, which had resulted in heavy road congestion in recent years, an issue raised by MPs in the Budget debate. Transport Minister Raymond Lim was quoted in the same report as saying that even though vehicle population shot up by 30 per cent in the last six years, the ministry has been been able to keep at least 95 per cent of the road network 'congestion-free during morning peak hour'. It certainly appears to be an impressive set of key performance indicators, but where does this statistic come from? There seems to be a disconnect between the figures cited and the ground reality.'
