Q: how many handcuffs needed to cover up flood during YOG?

I have a problem. Serious one.

When YOG's international media arrived while we are soaked in flood water, how many handcuffs do I need to arrest them all?

If not they published all the video and photos of flood during YOG how?

Pse give some ideas and help me.
