中国是俄罗斯S-400防空系统的第一个海外用户，此前只有俄罗斯空天军的部分单位换装了这种防空系统，中国签订了两套S-400的采购协议，其中第一套已经在2018年交付中国。除了中国以外，目前只有土耳其签约采购了S-400防空系统，土耳其也已派遣士兵前往俄罗斯接受培训。

S-400“凯旋”防空系统（北约代号：SA-21“咆哮者”）是俄罗斯现役最先进的中远程防空系统，旨在拦截各种飞行器和防御导弹的攻击，且拥有对抗隐形飞机的能力，能在密集火力打击和强电磁干扰环境下作战。
