Purpose of bus lanes defeated if buses don't use them

STOMPer Ricky wonders why buses travel on normal lanes if there are bus lanes created specially for them to travel on.

If buses travel on normal lanes, are they also subject to heavy fines like motorists travelling on bus lanes are?

In an email dated October 30, STOMPer Ricky says:

"This is not an uncommon sight in Singapore.

"If bus lanes were created for buses and super 'on' inspectors to catch motorists, what are the bus lanes for when buses prefer to drive on normal lanes?

"So should we get the super 'on' inspector to fine them for doing so too?"

There's a bus stop on the left but the bus is two lanes away to the right. It's very clear that either the bus is off service or is plying a line not meant for that bus stop, probably preparing to for a right turn at the junction ahead. It's the same for other vehicles, there's no offence entering a bus lane if they have to turn left.
