The delay completion of the Mall and SIT was not mainly due to covid. It was an era that everything was blamed on COVID.
The real reason was that Woh Hup's main contracters were not paying their sub-contractors, so work was delayed. There was corruption so money was siphoned away, upsetting the profitability and timing payment of dues who were working on the site. When main contractors couldn't make money, they made money from the sub-contractors.
