The reason why other countries don't dare to pay so much $$$ to politicians is because GOVT is never perfect and mostly a facilitator. Their solutions are always very average.

1st class minsters stupid ideas. Add in cost and in convebient for elder need to climb step. Why dont they manage better to prevent the same thing happen.
Singapore is an island. Should not happen at all unless the area is below sea level.
Even below sea level if manage like in others 1st world country eg . Holland/England such thing will not happen at all.
