最新一期台灣《時報周刊》報導，據維基解密，2006年台北市長選舉前，當時要參選台北市長的宋楚瑜向AIT前台北辦事處長楊甦棣說，馬英九不排除要求郝龍斌退選讓其當選，以換取他同意不角逐2008年總統大選。事後楊抨擊宋楚瑜狡詐、無原則。對此宋楚瑜昨天回應時氣憤表示，維基解密有很多並非事實，並批評楊甦棣是很差勁、醜陋的美國人。
宋楚瑜昨天前往高雄市前鎮區探訪漁民，被媒體問到《時報周刊》報導內容時，生氣地說楊甦棣曾要脅親民黨要買軍購，因親民黨是所有政黨中堅持反對凱子軍購的，「他們要我們買紀德艦，我怎麼會答應？所以他對我非常生氣，我也對他不客氣。」
稱反凱子軍購得罪楊
宋楚瑜說，美國代表向他和連戰公開承諾，美國支持一定要對2004年陳水扁的槍擊案成立調查委員會，結果「美國失信、在呼攏我們大家」，所以楊甦棣是標準醜陋的美國人、美國外交官。
宋楚瑜說，他與國民黨沒有任何條件交換。他希望台灣的任何政治人物不管是對世界或是對大陸都應該展現台灣人的骨氣，要堅持立場、原則；當不當官，對他不重要。
《時報周刊》報導，根據「維基解密」披露，2006年北高市長選舉前，宋楚瑜曾主動要求與AIT台北辦事處處長楊甦棣會面。當時要參選台北市長的宋楚瑜，批評國民黨推出的市長候選人郝龍斌缺乏擔任首都市長必要的資歷，郝龍斌也未在2004年支持連宋配，還在2002年台北市長選舉時支持馬英九的對手，宋楚瑜並透露馬英九的顧問不排除要求郝龍斌退選，以換取他同意不參選2008年總統大選。
楊談話紀錄指宋狡詐
報導也說，楊甦棣在這次談話紀錄中加註評論，指出宋楚瑜是狡詐且沒有原則的政治人物，他操作立院小派系，在重大議題時取得關鍵影響力。問題在於，馬英九和其他藍營領導人，到底要容許「這樣的藍營老尾巴搖狗」到什麼時候？
報導也指出維基解密紀錄，一周後宋楊再見面，宋楚瑜向楊甦棣解釋決定選台北市長，是要藉此向馬英九及泛藍陣營暗示，他在2008年不會選總統，也不會出任當時民進黨政府的閣揆。但宋對馬還是充滿怨言，他曾表示願意和馬討論退選，但馬不肯認真協商。
美國在台協會發言人萬德福則表示，不評論維基解密內容；至於宋楚瑜指楊甦棣是醜陋的外交官，他說，「沒看到，所以沒回應」。
