In yet another embarrassing blow to the PAP抯 assertion that only 搎ualified?foreigners are allowed into Singapore, the state media reported one 25 year old PRC lady on student pass working as a freelance prostitute in Geylang.
A 40 year old Singaporean Yong Hong Peng was jailed two and a half years for causing grievous hurt to a 78 year old retiree Ng Yam Chok.
Ng has offered $70 to have sex with Yong抯 25 year old PRC girlfriend in Geylang, but an argument resulted leading Yong to punch Ng in the face, causing him to hit the pavement fracturing his skull. He died four days later in hospital.
According to the Straits Times, Ng抯 girlfriend is currently studying at a private school, suggesting that she has been given a student pass for up to 2 years to 搒tudy?in Singapore.
The case is not unique. There are many PRC 搒tudents?who come to Singapore on student passes only to end up working as freelance prostitutes in Geylang, hostesses at KTV lounges or mistresses of Singapore men.
To add salt to the injury, some of them are even given Singapore PRs and citizenships upon 揼raduation?

A simple solution would be to get the schools to put up a bond for every foreign student on their school roll. If any student was caught violating the conditions of their visas, the bond would be forfeited. The bond must be sufficient to act as a deterrent and for buying an airline seat for deporting them. If the student completes his/her studies without any incidents, then the bond is returned to the school.

If someone lays a complaint against the school or if there are too many incidents involving the school's students, that school is shut down immediately for investigation. If the school is found to be in the wrong, its licence will be revoked and the school's directors will be fined/jailed.

Enforcement is certainly possible in such cases, the only question is whether there is the will to do it. Don't forget who also stands to gain when enforcement is lax.

I don't see why private schools should be responsible for their students' behaviour. If this is implemented, why not other private enterprises? Every factory, every office, every organization that hires a foreigner must post a bond.
 
From the perspective of more $ generating avenue, it is not such a bad idea .

Most of the foreign students in local uni are sponsored by the government. So if they violate the conditions of their visas, the government is responsible for sending them home, they will be saving on their sponsorship fees anyway. If the student is not sponsored, then the uni must put up a bond and charge the student the appropriate international fees. As for the fining/jailing of directors for local uni, well, I am not against the idea but I am sure it will not go down well. Local students do not need bonds because they do not need to be deported even if they are punished.

Schools are responsible because they brought the students in on study visas which explicitly disallows the student to work illegally. Not sure if they are allowed to do some part time work but I am sure being freelance prostitute is not legal.

For workers, the companies already pay a levy, so that levy must be sufficient to cover the costs of an air ticket to wherever the worker came from. The worker will be deported immediately once he/she is found to breach the conditions of the work visa.

That's a great idea.
And if the foreigner commits a crime, the boss will also be hauled up for questioning and possibly, prosecution.

a job that will pay them many folds higher than what they get from the factories or eateries.

If the government can punish hdb owners for not checking their tenants' backgrounds, I don't see why they can't punish business owners for allowing their students/workers to breach the conditions of being in Sinkieland.
