PRC Wang Hongtian was fined $72,000 for engaging in a conspiracy to forge education certificates. In mitigation, Wang's lawyer said that Wang was remorseful over his actions and was supporting his elderly and ill mother.
A PRC who is a Singapore PR, Wang Hongtian, 28, was fined $72,000 by a court on 23 December 2013 for engaging in a conspiracy to forge certificates.

Out of 27 charges, Wang, a student agent, admitted to 9 counts of engaging in a conspiracy to forge certificates with compatriots Xu Changqing, 29, and Xu Rui, 26, along with unidentified persons in China.

They helped forge fake certificates for a host of schools, including the Nanyang Academy of Fine Arts (Nafa) and Murdoch University in Australia.

It is not known how Wang obtained his PR status in Singapore.

Wang told the court that he had earned $5,000 to $8,000 from the sale of more than 10 fake certificates.

Xu Changqing, also a Singapore PR, and Xu Rui have already been fined $12,000 and $6,000 separately.

The whole PRC gang was caught after Xu Changqing’s PRC girlfriend He Lingting was reported by the Council for Private Education for selling forged university certificates online. She was arrested on 10 January 2013 and later fined $5,000.

During the investigation, she implicated Xu Changqing, Xu Rui and Wang Hongtian. 3 days later, Wang was arrested and 27 forged certificates were seized from him.

Wang told the court that he got his supply of forged certificates from unknown persons in China. He would provide details of the certificates needed to his suppliers and the Chinese forgers would mail the created fake certificates to him in Singapore.

Wang said that he paid $1,000 for each forged certificate to his suppliers. He would then charge his customers $1,500 to $2,000 for each fake certificate. The 2 Xus were involved in helping him to sell the fake certificates to customers.

In mitigation, Wang’s lawyer said that Wang was remorseful and was supporting his elderly and ill mother.
