Are you able to read between the lines in the PAP's news?

$1 Billion upgrading for eight HDB estates
HDB has set aside another $1,000,000,000 (we really wanted to spell that out) to upgrade eight lucky HDB estates:
Ang Mo Kio
Toa Payoh
Bishan
Serangoon
Kallang/Whampoa
Queenstown
Bukit Merah
Central Area
According to Channelnewsasia, this is "on top" of the $3,400,000,000 spent since 1990.
Well lucky you* if you are staying in one of these estates because you will get Home Improvement and Lift Upgrading programmes. We wouldn't want dull looking HDB flats during Singapore's shiny 'Golden Age' would we?
You guys can speculate about why HDB is being so nice here.
*this writer is particularly cranky as he literally has heard enough about upgrading ever since they started installing new lifts a few months ago. Prepare to wake up to a fresh cup of coffee, crisp newspaper and endless drilling and knocking sounds on Saturday mornings!
via Channelnewsasia.com - HDB commits $1b to upgrade 85,000 households in 8 towns.
