Is this legal? So many people crammed into one HDB flat

This flat in Ang Moh Kio is host to a large number of people, who arrive around midnight and stay until morning. The STOMPer who contributed the story wonders if what they are doing is legal.

In an email today (May 10) the STOMPer describes the situation:

"I have noticed that a number of people, including women, come home to stay over at this flat at Block 127, Ang Moh Kio Avenue 3. They usually arrive around midnight to stay over till morning.

"I'm not sure if they are illegal immigrants.

"Does the HDB allow this many people to stay in one home?"

That's why I will never rent my flat to PRCs no matter how much they are willing to pay. My mum's neighbour rent the flat to 4 young PRC students and 2 weeks later, we found tons of what looks like shoes worn by construction workers in and outside the house.
