从相关消息来看，塞尔瓦点名亚洲国家包括中国、日本、韩国和印度，他认为这些国家拥有较强海上力量，应该派舰艇巡航波斯湾，维护所谓航行自由。
按照塞尔瓦的说法，过去从波斯湾出口石油大部分运往美国，因此美国海军维护这里航线责无旁贷。但是现在这里大部分石油都运往亚洲国家，例如中国、日本、韩国和印度，航线畅通仍然由美国海军负责，实在太吃亏，这些国家需要承担应有的责任。
波斯湾是世界石油航运要冲
乍一看这个说法似乎很合理，美军当了这么多年免费巡警，现在其他国海上力量起来了，应该分担这些责任。不过仔细想起来，这些话实际上经不起推敲。首先波斯湾现在局势纯粹是美国一手挑起来的，此前伊朗已经签署伊朗核协议，波斯湾非常平静，加上伊朗是石油出口大国，自然不需要维护航线畅通。但是美国撕毁伊朗核协议，对伊朗极限施压，不断增兵海湾地区，这才导致本地区局势紧张。因此美国是本地区紧张局势始作俑者，自己弄的烂摊子自然要自己收拾。
另外美军巡航波斯湾也不是完全为了保证石油运输线畅通，此举也是美国确保全球霸权一部分，当年是美国自己宣布要控制世界各主要海峡，此举相当于扼住世界经济命脉。从而给美国带来广泛的战略、经济等方面利益，否则世界各国为何要把铸币权交给美国，美元为何能够成为主要支付工具。以波斯湾为例，美国海军控制这里之后，一方面要挟中东产油国，让他们只接受美元购买石油，还定时向美国采购大批武器装备交保护费。另外一方面控制其他国家石油来源，等于别人在动脉悬着一批达摩克利斯之剑， 从而让美国在一系列国际问题处于强势地位，攫取超额利益。
美国近期不断增兵中断，制造紧张局势
实际上亚洲各国也不是免费让美国保护波斯湾交通线，代价是中东石油卖给亚洲要比卖给欧美要贵，平均每桶要高出1-2美元，而中日韩每天都要从中东进口数百万桶石油，一天下来高达近千万美元，一年就是30亿美元，这就是所谓的亚洲溢价，没有什么理由。就讲白就是中东各国把交给美国保的护费转嫁到亚洲各国身上。因此所谓亚洲各国免费搭美国便车就是一个笑话。
伊拉克战争殷鉴不远
美国撕毁伊朗核协议之后，对伊朗极限施压，并没有让伊朗屈服，盟友也鲜有跟进者。现在美国在伊朗问题上可谓进退两难，打伊朗又恐怕变成第二个伊拉克，退脸面尽失。所以才想出这样一箭双雕之计，把中日韩印拉到波斯湾来，减轻自己的压力，还可以增加到伊朗压力。不过这个想法可能过于一厢情愿，外界都明白，现在波斯湾局势是美国一手造成的，这个烂摊子自然要美国自己收拾。（作者署名：小飞猪观察）
