MR KEVIN CHAN: 'Walk along the streets in Chinatown and you cannot help but see red banners and lanterns heralding next month's Chinese New Year. But the red banners and lanterns look worn and faded. Surely, it is not too expensive or inconvenient to change these decorations yearly.'
