The huge hotel chains motivated and cooperated and APPROVED by PAP governments can open brothels in everywhere. Hookers operated regularly from these cronies brothels all year LOONG for many LOONG years. Like no body's business!
But others who started to do the same will get charged!

PAP only enforce law selectively, and cover both eyes about their own cronies doing the same vices (but only on much larger scales). These cronies must had been sharing profits with some PAP politicians. They must have donated political funds to PAP, and they can get SME awards & even official medals and awards of all sorts - even as daily regular pimps and brothel owners.
