Singapore ― The police will be interviewing Workers’ Party (WP) MP Raeesah Khan (Sengkang GRC) after her allegations that they mishandled a sexual assault case.
Ms Khan had told the House during a debate on empowering women on Aug 3 that she accompanied a 25-year-old rape victim to a police station to make a police report three years ago. She said that during the interview, the police officer had allegedly made inappropriate comments about the victim’s dressing and the fact that she was drinking.
In Parliament on Monday (Oct 4), Law and Home Affairs Minister K. Shanmugam on Monday (Oct 4) repeatedly called on Ms Khan to provide further details following her allegations. Ms Khan declined to furnish such information, citing the need for confidentiality.
When Minister of State for Home Affairs Desmond Tan then asked for more details about the incident for an investigation, Ms Khan replied that the incident had taken place three years ago, and she did not wish to re-traumatise the victim. She later pointed out that she had been unsuccessful in contacting the woman since the incident three years ago.

“Ms Khan has said that she didn’t want the victim to be re-traumatised or re-victimised. I understand and empathise with that. And we will bear that in mind as we seek to investigate what happened, especially since a member has raised this here in Parliament, to make sure that we know what happened, and if necessary, discipline the police officers involved,” said Mr Shanmugam.
Mr Shanmugam also said that the police were not able to identify any case where Ms Khan was present with the victim. “It is entirely possible that they didn’t note down Ms Khan’s name, but it is most important that the matter is not left hanging with doubt over what may or may not have happened,” he said.
“Like I said, it did happen three years ago and I haven’t been successful getting in touch with the person that I accompanied. And, you know, with regards to confidentiality, I would prefer for it to remain that way,” she said.
Mr Shanmugam then reiterated his request for details of the police station, the month the visit took place and the identities of the officers to be provided, should Ms Khan know them.
In response, Ms Khan said she did not know the identity of the police officers.
When asked again for details such as the police station and date of the incident, she again cited confidentiality as a reason for not wanting to reveal further information.

Speaker of Parliament Tan Chuan-Jin said that Mr Shanmugam’s was a “fair question” and asked Ms Khan if she would like to respond or continue to hold the same position.
Ms Khan stated, for a fourth time, her stance on confidentiality: “I still like for it to remain confidential.”
Mr Shanmugam then said he would leave the matter for the time being, but added that the police will continue to investigate further. /TISG

Ms Khan held her ground on maintaining the victim’s confidentiality. She previously said that she had lost contact with the victim and could not ask permission to disclose information.

On Tuesday, gender equality advocacy group AWARE commented on the matter, saying in a Facebook post that people who have been informed of a sexual assault, experienced by a survivor, have “certain ethical obligations regarding confidentiality.”

“Namely, without permission from the survivor, that information should not be shared with another party,” AWARE wrote.
Because many survivors of sexual assault experience a loss of autonomy, AWARE underlined that regaining a sense of control is significant to their recovery.

To share information without their consent, especially pertaining to the survivor’s identity, “would constitute yet another violation of that survivor’s consent.”

AWARE also wrote that its Sexual Assault Care Centre has helped when survivors reported to police wherein “insensitive and victim-blaming questioning” occurred.

The group acknowledged that the police has taken steps to improve their skills in dealing with sexual violence, calling this an example of “a crucial step forward for our justice system.”

But in Ms Khan’s case, since she is no longer in communication with the survivor and cannot obtain permission to share details of her assault, “it would not be ethical in our view for her to share further details that may lead to the survivor being identified (which is a reasonable assumption based on the police’s stated aims),” AWARE added.
On Aug 3, Ms Khan told the House that she accompanied a 25-year-old rape victim to a police station to make a report three years ago. She said that during the interview, the officer allegedly made inappropriate comments about the victim’s clothing and the fact that she was drinking.

The interview had ended with the victim, 25, leaving the police station crying, added Ms Khan.

Minister of State for Home Affairs Desmond Tan then asked Ms Khan for clarification regarding the details of the case, saying “We take any form of questions raised about how the police have handled or mishandled this case very seriously, and it should be investigated.”

The Workers' Party (WP) MP Raeesah Khan has apologised in Parliament on Monday (Nov 1), saying she "was not present" at the police station during the sexual assault case she alleged was mishandled by the police.
She also revealed that she is a sexual assault survivor.

“I should not have shared the survivor’s story without her consent, nor should I have said that I accompanied her to the police station when I had not. It was wrong of me to have done so,” the 27-year-old told the House.
On Aug 3, while taking part in a debate on empowering women, Raeesah claimed that she had accompanied a 25-year-old rape victim to the police station. In that account, which happened three years ago, she claimed the police officer interviewing the victim had made inappropriate comments about what the victim wore and the fact that she had been drinking.
The exchange in Parliament went viral after the Sengkang MP repeatedly declined to share more details.
The victim's account, Raeesah told the House on Monday, was in fact shared in an anonymous support group for women, but she didn't mention that earlier because she "did not have the courage to publicly admit" she was part of that group.
In her speech today, Raeesah said she was sexually assaulted at age 18 while studying overseas and that the incident traumatised her till today.
"The fear and shame accompanying sexual assault are extreme and long-lasting," she said.
She shared that she "did not have the courage" to report her assault but urged survivors of sexual violence to do so. As a survivor, Raeesah said she wanted to speak up and share this account she heard when speaking on the Motion on Empowering Women.
She extended her apologies to the survivor she quoted, the Singapore Police Force, Parliament, her constituents, WP members and volunteers, her family and her parents.
On Oct 20, the police said they could not identify the sexual assault case that Raeesah raised in Parliament in August. "We cannot confirm that such an incident actually took place," the police said in a statement, adding that she didn't respond to provide more details on the case.
A few weeks earlier on Oct 7, the Criminal Investigation Department's Serious Sexual Crime Branch, which investigates rape offences, had emailed Raeesah, requesting to arrange an interview with by Oct 14.
On Oct 4, Law and Home Affairs Minister K Shanmugam had urged her to share more details of the alleged incident, including the rough date, police station as well as the police officers involved.
