SINGAPORE — The police will interview Workers' Party Member of Parliament Raeesah Khan over her claims in Parliament that they had mistreated an alleged rape victim in 2018, and investigate this "very serious matter", said Home Affairs and Law Minister K Shanmugam on Monday (4 October).

Delivering his speech in Parliament on Raeesah's claims, which she made in a parliamentary sitting on 3 August, Shanmugam added that any allegations of misconduct concerning specific officers will be referred to the Singapore Police Force's (SPF) Internal Affairs Office for further investigation.

During a parliamentary debate on empowering women, Raeesah had said that she accompanied a 25-year-old woman to make a police report three years ago. However, the woman came out of the police station crying and alleged that officers had made comments about her dressing, and the fact that she was drinking, according to Raeesah.

When asked by Minister of State for Home Affairs Desmond Tan for more details, the Sengkang MP declined to elaborate as she did not wish for the woman to be traumatised again. She added that she has been unsuccessful in contacting her since the incident.

On Monday, Shanmugam again pressed Raeesah to elaborate on the incident, in order for police to investigate further. "The government is very serious about making sure that the police do the right thing. So if they haven't behaved well, then we must discipline them."

Asking for details such as the police station and the identities or the age, race and gender of the officers who attended to the alleged victim, the minister stressed, "This does not have to mean naming the victim. We will consider carefully how to protect the victim and deal with this matter sensitively."

In response, Raeesah declined to provide more details. "With regards to confidentiality with the survivor, I would not like to reveal any of this information," she said, adding that she did not know the officers' identities.

Noting that Speaker Tan Chuan-jin has the power to direct answers from MPs, Shanmugam then asked him to instruct Raeesah to at least reveal the month in which the incident allegedly took place. Raeesah declined to do so, again citing the need to protect the victim.

Concluding the exchange, Shanmugam said, "Speaker and members will know that confidentiality doesn't extend to not telling us which police station. And Sir, I will leave it here for now. But that does not mean the matter has. The police will investigate this very serious matter further."

On 17 September last year, police issued a stern warning to Raeesah for two of her social media posts, which were brought to light during the 2020 General Election.

The police said that the warning was for the offence of promoting enmity between different groups on grounds of religion of race for her social media posts on 2 February 2018 and 17 May 2020.

Raeesah then had apologised over the matter, saying that she had not intended to cause social unrest or division.

Workers’ Party (WP) Member of Parliament Raeesah Khan’s recent move to speak about the worrying manner in which survivors of sexual assault have been treated by the police from a systemic standpoint was unfortunately met with rebuke by two ministers in Parliament.

In raising those concerns, Ms Khan relayed her experience of accompanying a survivor in her interview with the police whereby the police officer, in that case, made comments about the survivor’s attire and drinking.

More police officers, thus, need to be trained to handle such cases more sensitively, she said. She added that counsellors should also be deployed at police stations, which will boost the authorities’ capacity to handle such cases and give survivors more confidence to file reports.

Minister of State in the Ministry of Home Affairs, Desmond Tan sought clarification from Ms Raeesah later regarding the specific incident.

“We take any form of questions raised about how the police have handled or mishandled this case very seriously, and it should be investigated,” he said.

Ms Raeesah clarified that her reference had no intention to cast aspersions on the police.

“The police is part of the solution, not the problem. I raised the example because it was my experience with the survivor,” she remarked, adding that she does not want to bring up the specific case again as she does not want to retraumatise the survivor.

The reason behind raising the issue, Ms Khan said, is to note that such cases are not isolated and that it is an issue that needs to be addressed on an institutional level.

Mr Tan then said that Ms Khan should file a parliamentary question on the specific issue if she wishes to discuss it.


Minister in the Prime Minister’s Office, Indranee Rajah then interjected to remind Members of the House to use their parliamentary privilege in a responsible manner.

“I just wanted to remind members of the House that when assertions and allegations are made, members must be prepared to substantiate them
,” said Ms Indranee in her capacity as Leader of the House.

This is particularly crucial when a claim is made against a body that is not in a position to defend itself, she said.

Singapore ― The police will be interviewing Workers’ Party (WP) MP Raeesah Khan (Sengkang GRC) after her allegations that they mishandled a sexual assault case.
Ms Khan had told the House during a debate on empowering women on Aug 3 that she accompanied a 25-year-old rape victim to a police station to make a police report three years ago. She said that during the interview, the police officer had allegedly made inappropriate comments about the victim’s dressing and the fact that she was drinking.
In Parliament on Monday (Oct 4), Law and Home Affairs Minister K. Shanmugam on Monday (Oct 4) repeatedly called on Ms Khan to provide further details following her allegations. Ms Khan declined to furnish such information, citing the need for confidentiality.
When Minister of State for Home Affairs Desmond Tan then asked for more details about the incident for an investigation, Ms Khan replied that the incident had taken place three years ago, and she did not wish to re-traumatise the victim. She later pointed out that she had been unsuccessful in contacting the woman since the incident three years ago.

“Ms Khan has said that she didn’t want the victim to be re-traumatised or re-victimised. I understand and empathise with that. And we will bear that in mind as we seek to investigate what happened, especially since a member has raised this here in Parliament, to make sure that we know what happened, and if necessary, discipline the police officers involved,” said Mr Shanmugam.
Mr Shanmugam also said that the police were not able to identify any case where Ms Khan was present with the victim. “It is entirely possible that they didn’t note down Ms Khan’s name, but it is most important that the matter is not left hanging with doubt over what may or may not have happened,” he said.
“Like I said, it did happen three years ago and I haven’t been successful getting in touch with the person that I accompanied. And, you know, with regards to confidentiality, I would prefer for it to remain that way,” she said.
Mr Shanmugam then reiterated his request for details of the police station, the month the visit took place and the identities of the officers to be provided, should Ms Khan know them.
In response, Ms Khan said she did not know the identity of the police officers.
When asked again for details such as the police station and date of the incident, she again cited confidentiality as a reason for not wanting to reveal further information.

Speaker of Parliament Tan Chuan-Jin said that Mr Shanmugam’s was a “fair question” and asked Ms Khan if she would like to respond or continue to hold the same position.
Ms Khan stated, for a fourth time, her stance on confidentiality: “I still like for it to remain confidential.”
Mr Shanmugam then said he would leave the matter for the time being, but added that the police will continue to investigate further. /TISG
