All Temasek value is base on current Asset hold by them and base on valuation last year(2008) and haven't minus/deduct out the debt/loan. That Temasek have that kind of stupid value. If they have so much money sure no need to offer Bond right.
So my estimation total/actual value the Temasek now is less than SG$30B after deduct out all the debt/loan.

Issuing bond is always done when a particular project has no immediate ROI and the payback period is forcasted to be very long. In order to remain commited and get the participation of external investor to tight up to the economy, bond makes a good commitment tools for the govt to hold and make the investor stays in singapore for a long time until the present economy goes through an overhaul period. . So when times are bad these bond holders will still be aeround to help to rejuvenate the economy directly or indirectly.
