据巴基斯坦“国家报”网站6月1日宣布，巴基斯坦海军和中国船舶贸易公司在拉瓦尔品第签署了购买两艘新型护卫舰的军售合同，巴基斯坦海军副参谋长费萨尔·洛迪海军中将和中方代表出席了签约仪式。巴基斯坦海军的官方推特也发布了这一消息，并说明了其型号正是054A型，计划到2021年装备4艘。
对于经费并不宽裕的巴基斯坦海军来说，这4条054A的确需要分两次制定预算才行。即使其计划取代的4条“塔里克”级护卫舰（系引进的二手英制21型护卫舰，首舰下水至今已经45年）已经老得不成样子，靠我们的LY-60N舰空导弹也只能勉强续一下。。。。。。而且，总价100多亿人民币（我军自用型采购价）的4条054A，对于军费一年也就100来亿美元的巴铁来说，必然会让其他军种眼红。

比如笔者最早得知确有此事，就是从巴基斯坦空军方面证实的——“您说，海军买这么昂贵的军舰干什么啊？啊？这笔钱要是给我们，那我们就可以买更多的JF-17 Block 3，甚至是FC-20（歼-10出口型）。。。。。。多那几条船，也打不沉印度的航母的。”
不过对于仍在继续建造054A改进型的黄埔和沪东两大造船基地来说，三年内4条外贸订单算不得什么大事儿，无非是技术状态要改多少的问题。从巴海军之前引进的F22P护卫舰的技术状态来看，无论是从经费上还是技术成熟度上考虑，选择和我军配置基本相同（可能副炮从PJ-11降档回PJ-12，也就是730？），应该是可能性最大的技术方案。

如果说F22P只能依靠其517B米波警戒雷达提供一点海上远距离预警能力，
那么具备一定编队防空能力的054A，足以使得巴海军舰艇编队形成一个分层防空体系，战时在航空兵支援下可以在近海生存下来，完成护潜前出任务——听着很像当年我们刚引进“现代”级的时候的一大用途。
然而打击对手大型战舰的工作，还得靠巴铁特色的“空潜快岸”。目前各型装备基本已经都在巴海军列装，形成了一个经济版“反介入”体系，一向比较会过日子的巴铁军队，假以时日能把这些以中国造为主的装备玩出不同特色的花样来，同样也是值得我们在联合演习中借鉴丰富自身战法的宝库。

根据巴基斯坦海军官方媒体在6月1日发布的消息，巴基斯坦海军与中国船舶工业贸易公司（CSTC）签署正式协议，购买两艘054A型导弹护卫舰，同时确定将继续购买两艘054A型护卫舰。如果项目进行顺利，到2021年以后，巴基斯坦海军将拥有8艘全部由中国建造的主力战舰，包括4艘F-22P型和4艘054A型护卫舰。从而成为印度洋上一支具有威慑力的海军力量。
054A型导弹护卫舰出口巴基斯坦，是该型护卫舰首次外销，打开海外市场，标志着我国开始出口配备先进武器的高端型远洋护卫舰。在2017年，巴方就多次透露有意购买中国的新型舰艇，引进054A型导弹护卫舰的消息，在去年年底巴海军F-22P护卫舰赛义夫号访问上海时得到巴方的确认。
巴基斯坦海军在上世纪80~90年代曾经辉煌一时，拥有十几艘从美英法等8个国家引进的水面战舰和潜水艇，但近年来由于财政困难，巴海军的舰艇已经日益老化。主力舰只有1993年从英国引进的的5艘21型女将级护卫舰，巴基斯坦称之为“塔利克”级驱逐舰，以及一艘美制佩里级导弹护卫舰，其余都是排水量几百吨的小艇，水面舰队的总吨位不足3万吨。英制21型护卫舰是一种按照廉价护卫舰标准建造的战舰，采用了大量的易燃铝合金结构，尽管有3艘加装了中国产猎鹰-60N舰空导弹系统，但因为舰龄高达40多岁，急需退役更换。

不过在2013年初中国与泰国海军商谈出售3艘054A护卫舰的报价是每艘3.75亿美元。这是一个很低的价格，例如印度以俄罗斯11356型放大改建的3艘4500吨什瓦里克级护卫舰，综合造价最后达到了21亿美元，每艘7亿美元，能买2艘中国的054A护卫舰。

红旗-16是中国第三代陆海通用垂直发射的中程区域防空导弹。采用主动雷达制导，具备很强的多目标攻击能力，可以同时跟踪8个目标，并对其中4个进行攻击。尽管054A型护卫舰在中国海军的舰队中只能承担中近程的点防御任务，但在巴基斯坦等国家的海军中却是区域防空作战的主力舰。
