A netizen using the moniker “Om” has started a discussion thread on the YPAP Facebook Network urging the People’s Association to release details of contracts given to PAP members and associates.
“The Sear Hock Rong / Edgar Khieu Affair has suprised many Singaporeans by the definition of conflict of interest and what it means to the common man. People’s Association as a statutory board should reveal the number and dollar value of contracts and jobs given to companies controlled by PAP and their associates such as the YPAP. Is this situation rare or commonplace?” he asked.
As a statutory board, the People’s Association which is the umbrella organization in charge of all grassroots organizations in Singapore, is funded by taxpayers’ monies. For some inexplicable reasons, it is headed by the Prime Minister himself.
YPAP member Sear Hock Rong, who is also a moderator of the YPAP Facebook Network is the director of an education service provider set up in July this year.
He listed on his company website many clients, nearly a third of which are grassroots organizations from Eunos.
Though Mr Sear did not hold any official positions in those grassroots organizations he has business dealings with directly, he is the Chairman of Eunos CC Youth Executive Committee and his business partner Mr Fong Yoong Keong is the Vice-Chairman of Eunos Zone “3″ Residents’ Committee which is one of his clients.
Neither Mr Sear or Mr Fong replied to “Om”’s question on the YPAP Facebook and instead leave it to their fellow YPAP members to do the answering on their behalf.
Genesis Shen, a Law undergraduate explained that “PA as a stat board reveals all information on contracts and jobs given to all companies and individuals, regardless of whose companies they are.” and asked “Om” to make an inquiry at the PA website.
“Om” returned with a reply that “PA claims they do not record political party affliations nor do they track it for for contracts and tenders etc.” and felt that its failure to do so “opens the avenue for abuse, cronyism etc.”
“As feedback to YPAP and PAP, it must be aware that Singaporeans have been raised in the belief that meritocracy is the foundation of our existence. The Sear episode has tarnised that. He might not have broken any laws but a clear conflict of interest exist. No different to adultery which is not a criminal act but nevertheless a repulsivee act,” he added.
Genesis then lectured ”Om” that he had “misunderstood” the definition of meritocracy and countered that there is nothing wrong in the PA offering work to PAP cadres so long as “the system of selection is not biased for or against any party.”
Another forumer “sin” rebuked Genesis:
“The checks & balances system may be in placed but how can one ensure its enforcement when it involve members of same aparty affiliation Do u think that an audit that is only done internally by the PA for YEC is sufficient to prevent any possible abuse, especially when it involves tax payer money?”
The saga has rumbled on for more than a week since it first erupted, sparked off by Mr Sear’s relentless taunting of a voracious online critic of the PAP for his previous detention record during National Service.
The People’s Association and Eunos grassroots organizations have remain strangely silent on the matter. Neither did the state media carry any report on it.
A massive outcry erupted earlier this year over circulating rumors in cyberspace that two staff of Northwest CDC received eight months of bonuses in 2008.
The rumor was neither confirmed or denied by the Vice Chairman of the PA, Mr Lim Boon Heng, also a minister in the Prime Minister’s Office.
As history has shown, it is highly unlikely that netizens will be able to elicit a response from the relevant authorities on this case.
