The new US nuclear posture allows a nuclear strike in response to a conventional attack. President Vladimir Putin said Russia, if attacked with nuclear weapons, would not hesitate to respond in kind.
TrendsVladimir Putin
The warning came during a state of the nation address delivered by the Russian president on Thursday, in which he presented a number of new advanced strategic weapon systems which, he said, would render all anti-missile capabilities that the US currently has powerless. Putin also mentioned the new American nuclear posture, which has relaxed some rules on when the US is prepared to use its nuclear weapons.

“We are greatly concerned by some parts of the new nuclear posture, which reduces the benchmark for the use of nuclear weapons. Whatever soothing words one may try to use behind closed doors, we can read what was written. And it says that these weapons can be used in response to a conventional attack or even a cyber-threat,” he said.

“Our nuclear doctrine says Russia reserves the right to use nuclear weapons only in response to a nuclear attack or an attack with other weapons of mass destruction against her or her allies, or a conventional attack against us that threatens the very existence of the state.”

“It is my duty to state this: Any use of nuclear weapons against Russia or its allies, be it small-scale, medium-scale or any other scale, will be treated as a nuclear attack on our country. The response will be instant and with all the relevant consequences,” Putin warned.

Russian President Vladimir Putin revealed a slew of new defense systems Thursday, including a new prototype missile that "can reach any point in the world" and a supersonic weapon which cannot be tracked by anti-missile systems.

Delivering his annual State of the Union address, Putin announced increased capabilities in the defense sector, saying that Russia "should not forget about security," following a speech that had initially focused on domestic issues. Putin also said that, if attacked, Russia was ready to use nuclear weapons.

"We see increased opportunities with the armed forces," he said. "We've done a lot to strengthen our army and navy and they are equipped with modern weaponry."

He showed the audience a video of how one of the prototype missiles would work, explaining that the new system would have no limitation on range. "It can attack any target, through the North or South Pole, it is a powerful weapon and no missile defense system will be able to withstand," the president said.

Telling the audience that more was to come, Putin also said Russia had another weapon that was a "small nuclear power energy system" — a nuclear warhead — that can be deployed on a cruise missile system that can also, he claimed, "avoid all interceptors."

He said the country had tested this cruise missile with the "nuclear power energy unit" in 2017 and it was successful. Russia would start manufacturing this now, he added.

"This is unheard of and nobody else has such a system in the world. They might create something like this in the future but by then our guys will have created something new as well."

Putin joked that the two new strategic nuclear weapons he described — the global cruise missile and the subsurface unmanned vehicle — did not have names yet and lawmakers could submit their suggestions via the Defense Ministry website.

300 new models of weaponry
Speaking more generally about the new developments, he said Russia had adopted 300 new models of weaponry providing the armed forces with 18 new ICBMs (intercontinental ballistic missiles), two submarine-based ballistic missiles. He added that the country had commissioned three new nuclear submarines and also increased the number of its high-precision long-range missiles.

He said Russia had developed new weapons as a response to the U.S.' withdrawal from the Anti-Ballistic Missile (ABM) treaty in 2002. The treaty, signed between the U.S. and then Soviet Union in 1972, barred the countries from deploying defenses against strategic ballistic missiles.

Russia has complained repeatedly about the U.S. placing anti-ballistic missile systems on its doorstep, in the form of the global missile defense system in Romania and Poland.

"After the U.S. withdrew from the Anti-Ballistic Missile (ABM) treaty we've been working hard to develop new promising weaponry systems and this enabled us to make a big step forward creating new strategic arms … U.S. global missile systems are mainly against ballistic missiles and these are the core of our nuclear deterrent. This is why Russia has been developing extremely effective systems to defeat missile defense and all our ICBMs are equipped with such systems now," he said.

Underwater drones
He also said Russia is developing new underwater drones that can carry nuclear warheads. These were described as un-manned, noiseless submarines that move at ultra-deep levels and at high speed. "This is just fantastic," Putin said.

"There is no defense system that can cope with such subsurface vehicles that can be equipped with conventional or nuclear weapons, attacking coastal defenses and infrastructure facilities." These underwater drones were 100 times smaller than a conventional submarine, Putin noted.

The State of the Union address is the last one that Putin will make before a president election on March 18. Putin is expected to win the election comfortably and enter a fourth term of leadership.

Russia has a new array of nuclear-capable weapons including an intercontinental ballistic missile that renders defense systems “useless,” President Vladimir Putin boasted Thursday.

The ICBM has a longer range than any other and can reach almost any target around the world, he said in his annual address to lawmakers and political elites.

Other new technologies include supersonic missiles and drone submarines that cannot be stopped, he announced.

Putin's marathon speech came 17 days before a presidential election in which he is seeking an unprecedented fourth term in power and was accompanied by video footage showing some of the new weaponry in action as well as simulations on a giant screen.

Putin says Russia's new nuclear weapons can evade all defense systems 1:13
To rapturous applause, Putin said the new technology had been developed despite scepticism from other countries about Russia's capabilities.

"I want to tell all those who have fueled the arms race over the last 15 years, sought to win unilateral advantages over Russia, introduced unlawful sanctions aimed to contain our country's development ... you have failed to contain Russia," he said.

He accused the West of "ignoring us. Nobody listened to us. Well listen to us now."

“Russia’s strong military is a guarantor of peace on our planet.”
He boasted that Russia's new ICBM is “powerful and modern and defense systems will not be able to withstand it,” he said. “Missile defences will be useless against it.”

Other new weapons include the Avangard — an intercontinental hypersonic missile that would fly to targets at a speed 20 times the speed of sound — and a weapons system called Kinzhal, already deployed in southern Russia, that uses hypersonic missiles that can strike targets 1,250 miles away.

Putin insisted Russia had "no plans to be an aggressor."

"We are not going to take anything away from anybody. We have everything we need," he said. "Russia’s strong military is a guarantor of peace on our planet."

However, he warned: "Any use of nuclear weapons against Russia or its allies … any kind of attack … will be regarded as a nuclear attack against Russia and in response we will take action instantaneously no matter what the consequences are. Nobody should have any doubt about that."

He added: "Our policy will never be based on exceptionalism, we just protect our own interests."

America's nuclear strategy had "raised concerns in Russia," he said.

The display of military prowess came at the end of Putin's state-of-the-nation speech, which lasted almost two hours and covered everything from health care to the annual grain harvest.

Earlier, the leader pledged to improve the lives of Russians by cutting poverty by half, boosting pensions and creating more daycare places. He also called for spending on urban infrastructure to be doubled over the next six years.

However, there was no detail on how his spending pledges would be funded.

Polls suggest Putin, who has dominated Russian politics as president or prime minister for 18 years, is on track to comfortably secure another six-year term.

He told lawmakers and members of the political elite that Russia had "huge potential" but needed to improve its living standards.

"We have not reached the necessary level in terms of people's well-being," he said.

Some 20 million Russians — or almost one-in-seven people — are still living below the poverty line, Putin added, calling it "unacceptable."

Almost 70 percent of Russians are ready to support Putin in the March 18 election, according to a poll published Thursday by state news agency, TASS.

There has been little in the way of campaigning, and opposition leader Alexei Navalny has been barred from running. He was arrested Jan. 28 moments before a protest march in Moscow. Navalny wants voters to boycott the election, hoping low turnout will take the shine off Putin’s likely win.

Russia has tested an array of new strategic nuclear weapons that can't be intercepted, President Vladimir Putin announced Thursday, marking a technological breakthrough that would dramatically increase Russia's military capability and boost the Kremlin's global position.

Speaking in a state-of-the-nation speech, Putin said the weapons include a nuclear-powered cruise missile, a nuclear-powered underwater drone and new hypersonic missile. He said the creation of the new weapons has made NATO's U.S.-led missile defense "useless," and means an effective end to what he described as Western efforts to stymie Russia's development.

"I want to tell all those who have fueled the arms race over the last 15 years, sought to win unilateral advantages over Russia, introduced unlawful sanctions aimed to contain our country's development: all that you wanted to impede with your policies has already happened," he said. "You have failed to contain Russia."

The announcement comes as Putin is set to easily win another six-year presidential term in the March 18 election.

20 OMG Facts About Russia

Today Vladimir Putin announced a few newest weapons and some of them look like they are straight out of Sci-Fi movie. How about a cruise missile with a nuclear engine that can go around in circles above the Earth surface and avoid all anti-missile systems? This would be this first one, and here is the video:

1. You can hear Vladimir commenting on the background “This is how it avoids the anti-missile defense”. They claim that this new cruise missile has a nuclear (sic!) engine and can stay unlimited time in the airspace, also quote: “can maneuver unlimitely long time”. As you can see in the end of the video its approaches the continent of the North America from some unexpected angle (from the South).

2. Now the second thing – unmanned underwater robots that can carry charges to wherever needed. They also said to have nuclear engines. Take a look at the video:

By the way you can hear Vladimir coughing or gulping on the background when watching the video. On the last scene it seems that those unmanned drones deliver their bomb again to the North American continent, now to its Northern part.

3. Next one is a supersonic missile delivery system that can quote “deliver missiles to the needed point in just a matter of the seconds”. Here is a video demonstration:

They say that it can reach the speeds of 20 mach (which is truly unbelievable and exceeds third space speed that is enough for a rocket to leave the Solar system). Again the video was shown in full silence of the audience.

4. Now the huge, actually the biggest at the moment ballistic missile “Sarmat” which weighs roughly 200 tons and again claimed to be invincible for the modern anti-aircraft and anti-missile systems.

On the video presentation it can be seen how it can circle around the Earth and again come to the other continents from a surprisingly weird angles.

5. And the last but not least are the laser canons that are according to Vladimir are being shipped to the army since the last year already. Here is a short video:

Russia has developed a number of advanced weapons systems, including a nuclear-powered cruise missile, which make all US capabilities aimed at undermining the Russian nuclear deterrent obsolete, President Vladimir Putin announced.
The latest advances in Russian strategic deterrence have made America’s anti-missile systems obsolete, so Washington should stop trying to diminish Russia’s security and start talking to Moscow as an equal partner, not the dominant military power it seeks to be, Putin said.

US ABM shield in Europe may lead to sudden nuclear attack on Russia, Moscow says
The Russian leader made the comments during his state of the nation address on Wednesday. While the first part of the address was a straightforward description of domestic goals and achievements, the second became a defiant challenge to the US. Putin announced that Russia has successfully developed several new weapons systems, which basically negate American anti-ballistic missile capabilities.

The Russian president accused the US of arrogance, saying that it thought that Russia would not be able to recover anytime soon after the collapse of the Soviet Union and that its interests can simply be ignored. One particular move – the withdrawal by George W Bush from the Anti-ballistic Missile Treaty (ABM) in 2002 – resulted in Russia being increasingly surrounded by American assets, which undermined the country’s nuclear deterrence.

“In the end, if we did nothing, this would render the Russian nuclear potential worthless,” Putin said. “They could simply intercept all of it.”

Without a nuclear deterrent, Russia would be exposed to US military pressure and would not be able to pursue a sovereign policy, Putin said. The president warned as early as in 2004 that Russia would not sit idle and that it would respond to this threat by developing new weapons systems.

Russia's new 'big stick'
Russia has now done this, according to Putin, who went on to present a number of new systems, some of which don’t yet have names, and which are all meant to counter current and future ABM systems. His speech was accompanied by a series of video clips showing those new systems, partially as footage of tests and partially as computer-generated images showing their capabilities.

One system is the new Intercontinental Ballistic Missile (ICBM) called Sarmat, or RS-28. It’s already well-known, but Putin stressed that its increased range allows the missile to reach US territory from Russia via a South Pole route. The US has dozens of interceptor missiles deployed in Alaska on the presumption that Russia’s ICBMs would approach from that direction, which would not be the case with Sarmat.

In fact, the Soviet Union had a missile that could approach the US from any direction. It was not a regular ballistic missile but rather one that put the warhead into low-earth orbit. The warhead would then deorbit when close to its target, thanks to its own engines. However, the R-36orb missiles were scrapped as part of nuclear reduction process.

Putin then went on to weapons systems that were not previously known to the public. One is a yet-to-be-named cruise missile with an almost unlimited range.

This is achieved thanks to a highly-efficient on-board miniaturized nuclear reactor, which powers the flight. Such a missile can fly low enough to avoid early detection, can change course to avoid enemy anti-missile assets along its path, and maneuver to pierce the anti-missile systems protecting its target.

According to Putin, Russia successfully tested a nuclear-propelled cruise missile at the end of 2017. It is now developing a new class of strategic weapons, he added.

The idea of a nuclear-powered projectile is hardly new. The US tried to develop one as part of Project Pluto in the early 1960s, but abandoned it since strategic missiles with chemical propellants proved to be a more viable alternative. Russia has reportedly made a breakthrough in this technology, becoming the first nation to bring it to maturity.

Putin also said that miniaturization of a nuclear reactor gave Russia another advanced weapons system in the form of a high-endurance underwater drone. The drone can dive “really very deep” and travel between continents at a speed that is several times higher than that of a submarine, a modern torpedo or even a surface ship, he said.

According to the president, such drones can attack enemy aircraft carrier groups, shoreline defenses or infrastructure, and cannot be countered by any defense system in the world. Both conventional and nuclear-tipped versions can be made, he said.

Russia reportedly tests nuclear-capable hypersonic glider warhead
In December 2017, Russia completed the trials of a nuclear reactor which gives the drones such capabilities. The reactor is “100 times smaller” than those used by nuclear-propelled submarines and generates more power, Putin said. It can also reach its peak power 200 times faster than a conventional nuclear power plant.

The video shown for this weapon system didn’t include any actual test, but presumably the claimed miniaturization of a nuclear reactor, which was used for the cruise missile, can also work for a watercraft.

Putin then showcased two variants of a hypersonic weapons systems already developed by Russia. One is an air-launched vehicle that is already deployed in southern Russia for test combat duty. The projectile travels at a speed of Mach-10 and has a range of 2,000km (1,240 miles). The weapon, which is called Kinzhal (“dagger” in Russian) is available in conventional and nuclear forms, Putin said. A video shown to the audience included the moment the weapon was deployed by a fighter jet and the fire from its engine.

Another weapon that is being developed, but which was not shown being tested because its appearance is classified, according to Putin, is a hypersonic glider warhead deployed from space. Russia first tested one back in 2004 and has made significant progress since, the president said. The glider can fly in the atmosphere at speeds of over Mach-20 and can withstand a heat of up to 2,000C (3,632F) generated by air fiction. The system is in series production and is called Avangard (“advance guard” in Russian).

The last weapon system showcased by Putin during his speech was a combat laser, which he said Russia had started to deploy last year. A small video clip showed what presumably is an anti-aircraft laser system, but no test footage was shown.

'Speaking softly': Russia wants negotiations, not confrontation
Putin stressed that Russia would not need all these new weapons if its legitimate concerns had not been ignored by the US and its allies. “Nobody wanted to talk with us on the core of the problem. Nobody listened to us. Now you listen!” he said.

He suggested that the US abandon its costly and inefficient hostile plans towards Russia and start negotiating a security arrangement which would take Moscow’s interests into account.

“To those who for the last 15 years have been trying to fan an arms race, achieve unilateral advantage against Russia, impose sanctions, which are illegal from the standpoint of international law and are aimed at holding back the development of our country, including in the military area, I have this to say: All the things you were trying to prevent through your policies have already happened. You have failed to hold Russia back,” Putin said.

“You now have to acknowledge this reality, confirm that everything I said is no bluff – which it isn’t – think for some time, send into retirement the people stuck in the past and incapable of looking into the future, [and] stop rocking the boat that we all ride in and which is called planet Earth,” he said. Russia would be responsive if talked to as an equal partner, Putin added.
