Sydney Olympic Park residents evacuated amid concerns building may collapse

Up to 3000 residents have been evacuated from multiple buildings at Sydney Olympic Park amid loud "cracking noises" being heard within the recently-completed Opal Tower apartment building, sparking fears of a collapse.

An emergency operation launched on Monday afternoon remains in place, with an exclusion zone set up that includes the train station and neighbouring apartment buildings as engineers, firefighters and paramedics entered the building to assess its structural integrity.

"It’s not going to be done in minutes, hopefully it doesn’t take much longer than hours," said Fire and Rescue NSW spokesman Greg Wright as the assessment got under way on Monday evening.

Concerns were raised over the new 33-storey residential building on Brushbox Street, next to Australia Avenue, at about 2.45pm.

A number of residents fled the building after hearing "cracking noises" throughout the morning, police said in a statement.
Fire and Rescue NSW and police attended the scene and after establishing the presence of a crack on Level 10 of the building, evacuated the remainder of the residents, setting up a 250m exclusion zone.
Police said engineers had informed them the building had moved 1-2mm but it was unclear whether further movement had occurred or would potentially occur.
In addition to the exclusion zone, water and gas have been shut off and the tower was being isolated from the power grid as engineers were sent into the building to assess the structural integrity, Mr Wright said.

"Fire and Rescue have deployed laser building monitoring equipment to check for movement," he said.
"Engineers have indicated that the building may have moved up to two millimetres."
Residents from nearby properties were also evacuated from the area.

Meriton, the operator of the nearby Botania building, told residents in an email that as "there is a potential for the tower to collapse, a 1km radius has been evacuated".

Botania resident Roman Teslyuk, 26, said he and his wife Christina, 27, were on their way home from lunch when they noticed all roads were blocked off and police were guarding the entrance to their own building.
"We had a dog in the apartment," he said. "The cops at the entrance said if it’s a child they would get it out but if it’s a dog they wouldn’t."
The couple were told to expect to wait 1-4 hours, but that it could be as long as "a couple of days" before they can go back inside, depending on the verdict from engineers.
Meanwhile, police were documenting children from a nearby childcare business as they were taken from the scene. A total of 55 children were evacuated to another building before being released to their families.
An evacuation centre has been set up for residents at the Royal Agricultural Society Centre, with welfare services on hand to assist with rehousing

Ecove Team Up With Chinese Developers For $400m Sydney Project
A partnership has been formed between Hong Kong-based Aoyuan Property Group and Sydney development company Ecove to build a residential tower in central Sydney, with a reported end value of $400 million.

The prime site, located at 130 Elizabeth Street currently contains an office building, which will be converted into a 38-storey apartment building with 148 apartments and a number of retail shops.

The construction of the Elizabeth Street building should commence shortly, as Stage 1 development approval has been granted to the partners.

Aoyuan and Ecove have announced that the project designers will be Bates Smart, who won the design competition for the building.

The partnership marks Aoyan Property Group’s first development on Australian soil, adding to their 12-million square metres of property in China.

Aoyuan Property Groups Vice President, Jacky Chan says the joint venture is a crucial step to their bridging into the Australian market.

“While we have strong development credentials in China, we recognise the need to partner with a prominent Australian developed in Ecove to bring the vision of this iconic project to life,” Mr Chan said.

The site of the proposed building is a prime developmental location, looking over Hyde Park to the Opera House and Sydney Harbour, then south as far as Sydney airport.

“We believe that together with Ecove we will give Sydney a building of international significance that does justice to its world-class location and maximises the stunning 280-degree views,” Mr Chan said.

Ecove is no stranger to high-profile property transformations, being the company who converted Sydney’s Olympic Park into a residential suburb, a ongoing project.

Ecove is also currently completing construction of four towers along Australia Avenue at Sydney Olympic Park, which will conclude the development of the park into a fully functioning residential suburb.

The NSW Government has ordered a "comprehensive investigation" into the structural integrity of Sydney's Opal Tower after a severe crack in the 34-storey apartment building forced a mass evacuation on Christmas Eve.

It comes as photos of the damage to the building have emerged, showing the destruction of the plaster inside and the cracking in walls that triggered the evacuation, leaving some residents homeless for Christmas.

Police have said an internal support wall failed.

The photos, first published by The Daily Telegraph, show plaster strewn across the ground on level 10 of the apartment tower in Sydney Olympic Park and the large crack that caused the building to move 1mm to 2mm on Christmas Eve.

While most residents have returned, 51 apartments — about a third — have been deemed unsafe and those living there are spending the Christmas period elsewhere as they await further updates.

NSW Minister for Planning and Housing Anthony Roberts said an investigation into compliance with conditions of approval for this building "has already begun".

"I have ordered my department to comprehensively investigate and report to me all steps taken to ensure this building's structural integrity," Mr Roberts said.

The building, which cost Australian developer Ecove $165 million to build, was given the greenlight under the Government's significant development legislation which gives major developments a way of side-tracking council approval.

The legislation was introduced earlier this decade to address the significant housing shortage in areas such western Sydney — the area where the tower is located.

NSW Treasurer Dominic Perrottet today defended the process.

"There has obviously been significant development across the state since 2011, 500,000 approvals and that's a positive thing," he said.

"We want to work through this situation and we will, but our number one concern is for the welfare and safety of these families."

Experts have questioned how the building, which only opened in August, could have suffered such significant structural damage.

The apartments sell for $620,000 for one bedroom and one bathroom and up to $935,000 for a two-bedroom, two-bathroom apartment.

Ecove spokesman Mark Abraham said they were "actively following up" with the builder and the builder's engineers to provide residents and owners with further information.
