It has been there for decades. There is also the ABS some sort of self regulating body of the banks. All these insitutions are well aware of the type of products being offered to customers.
The questions here are;-
1)in the name of liberalisation, did the authorities simply allow so called "creative and risky ' products to be sold to the public at their own choice and risk?
2)caveat emptor -let the buyers beware -we don't interfere?
3)was there a concerted, definite intent on the part of the banks/issuers to colloborate to cheat the public and target retirees?
taking into consideration:-
the majority of singaporeans are :-
1) not savvy
2) have poor understanding of the english language and even if they understood english, can't analyse or think
3) always need a nanny
4) kiasu
5) cannot take risk
6) always want to find some scapegoats to blame when they lose and
7) yet are greedy and easily tempted.

When the majority of the buyers were lowly educated retirees, you know that most of the educated S'poreans must have shunned the products due to its high risk nature. It is highly probable that these unfortunate beings have been misled to believe that their investments were safe and sound.
