Not solid enough

JUST as an economic downturn can hit a country's economy, a 'social downturn' can unhinge its social fabric.
Mr Lim Swee Say, Minister in the Prime Minister's Office, on Saturday referred to the twin bombings in Jakarta and the ethnic conflict in Xinjiang to point to recent social downturns elsewhere.
He was speaking at the Grassroots Community Engagement Programme (CEP) Workshop 2009.
Coming under the People's Association, the CEP seeks to strengthen the understanding and ties between the different races and religions and to build up society's skills and knowledge in coping with emergencies.
On Saturday, nine constituencies received the CEP Unity Award. This recognises constituencies which have moved beyond basic CEP certification programmes by organising a Core Group Team Building Programme.
