Abhisit is now applying more effective measures against the Red Shirt.
Like I had pointed out earlier, he should announce an election schedule that can be adjusted subsequently according to the political stability of the kingdom. If it is stable then follow the schedule, if unrest persist then DELAY the schedule. This mechanism will be effective against the Red Shirt's bloodshed and violence, that if they want to see poll held ASAP they should stop making troubles.
It is basic principal that a fair election can not be carried out under threat of violence or corruption unfairly influencing the poll result. Any poll held under the undue influence of violence; hoax; bribe; force etc are to be considered as Invalid Poll and Void, and only subsequent poll that take place in fair conditions free of undue influences can be considered as valid.
That is why UN had in the past sent peace keeping forces to stabilize countries of unrest before they held a UN monitored election.
As it is, the Red Shirts can spill blood and haul bombs & terrorized the country, it is obviously NOT the kind of scenarios under which any fair election can be held or accounted for. Any result produced from poll under such turmoil can not be honored as a fair election and any govt or regime claimed power from this kind of poll should not be recognized.
It should be more effective if Abhisit announce that the schedule for poll is definitely delayed to a later date due to prolonged unrest caused by e.g. Red Shirts. He better announce a new date later than the original Nov, and vow to push back further if unrest still prolonged.
