A STOMPer said his neighbours rent the living room of a condominium and use the balcony to brush their teeth and do their washing while waste water goes into the open drain.
Wrote the STOMPer:
"A foreigner rents a living room and uses the balcony for brushing teeth and washing in a condominium. The waste discharges into the open drain.
"The former foreigner subletted the unit to a finance purchaser but has since sold to a local a few months ago.
"Now the master tenant (who I suspect is a foreigner) continues to subdivide the unit into many rooms for short-term housing for students and even tourists.
"Even the living room is not spared as it has been converted into a bedroom.
"The owner abets this by adding a wash basin in the balcony for added convenience to the tenants.
"URA has been notified, as the usage clearly infringes URA's guidelines but URA is 'unable to access' the unit to do anything.
"Meanwhile the owner and its master tenants act with impunity by subletting for short-term stays. The unit sometimes houses more than 8 people.
"This infringement had been reported for more than a year, and not months.
"Talk about social graciousness when we allow others to perform their daily morning and night 'ritual' right in the balcony.
"The onus should be on owners to make sure this doesn't happen and they should be fined heavily to prevent other economically challenged owners from thinking of doing the same.
"In light of the recent number of units facing similar problems, URA's guidelines and authorised access are clearly antiquated. Imagine NEA being 'unable to access' these units in its fight against dengue."
