Generator spewing fumes despite NEA's promise

SOME time early last month, I gave feedback to the National Environment Agency (NEA) about a generator at a construction site behind my house that spewed noxious fumes late at night.
After a week, NEA told me the generator had been removed and the site was now connected to the national power grid.
However, I am still subject to the fumes. NEA had promised to monitor the site closely. Until now, the generator is still there. I can hear it every night. I can smell the fumes every night.
However, I have not seen anyone from NEA at the site day or night, even though the agency promised to monitor closely.
