Strict rules to set up shop in interchange is probably the reason why small stalls fold

STOMPer Bankrupt merchant thinks that a probable reason why small businesses at the Jurong East Bus interchange fold up so quickly is due to the harsh terms and conditions imposed on the stall holders by SMRT.
"Why kill the goose that lays the golden egg?" the STOMPer questioned in an email to STOMP.
"These pictures were taken at the Jurong East Bus Interchange at Jurong East St 13.
"This interchange is next to the Jurong East MRT station and everyday thousands pass through this busy interchange.
"There is a row of shops located between the interchange and the MRT station.
"The human traffic is heavy and the shops are doing reasonably well except for a few.
"I used to patronise this barber shop for the past three months and today when I visited the shop, the shutters were down and the business has folded.
"I am wondering why the shop has decided to call off its business after a short period of time.
"When I checked the SMRT website I found that the terms and conditions imposed on stallholders are harsh and onerous.
"The website says "To accept the award, the tenderer shall sign the Letter of Offer and make the following payments:
a) 1st month's gross rental including GST.
b) Security deposit equivalent to 3 months' gross rental
c) Fittings/Reinstatement Deposit of $ 1 000 for shops below 50 sq m
d) Electricity deposit equivalent to 1.5 months of the estimated monthly electricity consumption
e) Stamp fees for Agreement as required under the Stamp Duties Act
f) Administrative fee equivalent to $ 300 ( exclude GST) for disbursements incurred in the preparation and completion of Lease Agreement.
"I feel that 'administrative fee, stamp fees and other ancillary legal fees in connection with the Agreement' should be borne by SMRT and not imposed on the tenderer who may be a small company trying to eke out a simple living and providing a public service.
"Small wonder the small shops keep folding up after a few months of precarious existence."
