He was very paranoically as well as arrogantly naive then. He thought that ISD was so free to watch him even before he joined politics or stood for election. Usually 30% on average scold PAP and will vote against it, unless something perceived to be worse than PAP comes along. That's almost 1 million daily scolding PAP. ISD must have a manpower of at least half a million to watch the top half troublemakers. Even SAF with NS and reservists doesn't have that kind of manpower.
