To make a nuclear reactor, the uranium needs to be enriched so that 20% of it is uranium 235. For nuclear bombs, that figure needs to be nearer 80 or 90%. How to fight a nuclear war without fighting...

Air drop nuclear bomb is obsolete. All you have to do is have one buried in your homsoil. Kamikaze style.

Then make the neighbours be friendly to you. A bombed nuclear site will affect the neighbours... so better be friendlier to each others...
