I am ex-staff at JRTC. first of all, JRTC is not a stat board. Staff are employed under the managing agent (pte comp) engaged by the town council to maitain the town. Town council staff are not civil servants. As the town council's chairman is PAP MP, so allegience to PAP is unspoken rule. Ho Thian Poh is branch secretary of PAP bukit batok branch.Most, if not all, managers are card carrying PAP members. Even junior staff ie property officers are expected subtly to join the party. The near months leading to GE, Ho TP also required his staff (meaning your town council officers) to report to him on any oppo movement within the estate. And if you ever need to visit meet-the-people session, dun be surprised to see your town council property officers and managers running the show. There is no division between party and town council.
