More m'cyclists ride without helmets in Joo Chiat

STOMPer Mrs Chia reports that more and more motorcyclists are seen riding in the Joo Chiat area without helmets.

In her message dated Sep 27:

"Increasing numbers of motorcyclists along Joo Chiat have been seen without proper safety headgear.

"In this case, even the pillion isn't wearing a helmet.

"Are they even licensed to ride?

"They deserve a ticket from our traffic police."

they think they are in vietnam or china. in fact even vietnam have to wear helmet.

i think only a few state in USA , dun have to wear helmet. damn i forgot, where else? in asia?
