Chan Kok Weng, 29, approached the boy on the pretext of helping him urinate but ended up sexually abusing the child.
However, the boy's mother, who was waiting outside, soon found out what had happened inside the toilet and sought help from library staff to nab Chan.
Yesterday, Chan, a delivery driver, pleaded guilty in the High Court to one charge of performing oral sex on the boy on April 27 last year.
The case continues today for the court to hear psychiatric evidence from the prosecution and defence on whether Chan can be rehabilitated, as well as his assigned lawyer's mitigation plea.
Chan is the second man to be convicted under a sexual assault provision that was included in the Penal Code in February last year.
His case comes more than two months after a 26-year-old water-cooler repairman, who performed oral sex on a seven-year-old boy in a school toilet, was sentenced to 10 years' jail and 12 strokes of the cane.
Chan faces a punishment of between eight and 20 years in jail, and at least 12 strokes of the cane.
The court heard yesterday that he was loitering around the Yishun Community Library when he spotted the boy going into the toilet alone.
He went in as well. Inside, he told the boy to follow him into a cubicle, locked the door and sexually assaulted him, but stopped when he heard the boy's mother calling out for her son.
He released the boy but remained in the toilet himself.
