More About Ah Bian's Case

This case is getting more and more interesting.
The former director of the investigation bureau, Yeh Sheng Mao, has been sentenced to 10 years in jail, after having been charged for conspiring with Ah Bian to cover up the documents relating to alledged money laundering from Egemont. Of course, in Taiwan, they have "yi, er, san shen" which I think means that this is only the first hearing and he can still appeal to a higher court.
Lots of things have happened and developed as well, with many members of Ah Bian's family, friends and associates being implicated in the case.

Just wanted to clarify some Chinese terms here, which I read in the news reports:
1. The spokesman for the Special Investigation Unit referred to Ah Bian's son and daugher in law (who are also accused) as "kang li". My understanding is that this term simply means "married couple". Why are the social and politcial commentators making such a fuss about the use of this term?

2. What does the term "dui jia guan xi" mean in English? I roughly know what it means but can someone advise the exact English translation?
