He is wrong. Not all 1.3 billion Chinese speak Mandarin.

The language spoken by people in Dalian is certainly different from those spoken in Hubei, people in Fujian speak different language from people in Sichuan....

But all of 1.3 billion Chinese read one language in written form - that is han zi (汉字).

If he wishes to connect 1.3 billion Chinese, it would be more realistic to learn the language in written form (汉字). Not spoken form.
