Two Ministers watch as cop bleeds to death

A policeman, R. Vetrivel, in Tamil Nadu lies on the road begging for help. The 44-year-old's legs have been chopped off by gangsters.

A government convoy passes by this part of Tirunelvelli. It includes two ministers - for Sports and Health - in the Tamil Nadu government. The convoy stops. Neither of the ministers step out of their cars. With them are bureaucrats - a Collector and a Health Secretary.

The Collector, M Jayaraman, finally gets out of his car after dithering for eight minutes. But nobody offers to take the wounded inspector to hospital. Finally, the Collector phones for an ambulance. It doesn't arrive.

Twenty minutes later, the cop is placed in one of the cars (the ministers still don't offer theirs). The policeman dies en route to the hospital.

After the ambulance drives away, the Health Minister finally gets out of his car. When contacted later for a comment, he angrily asks the NDTV correspondent to leave him alone.

Tamil Nadu's Health Minister is M. R. K. Panneerselvam. The Minister for Environment and Sports is Thiru T. P. M. Mohideen Khan.

The senior bureaucrat, VK Sunburaj, who was in the convoy, says there's nothing wrong with what transpired. "We did our best possible in that situation. It takes twenty minutes for ambulance to come...Police did a good job," he said to NDTV in a phone interview.

I won't be surprise if this happen in SG too. For example a day a MIW driving by saw a road accident just stop and looked and did nothing to help.

Perhaps. But well, it still seems cruel to leave a man lying there like that for so long. Developing countries are more complicated and rubbish it seems.

CHENNAI: A police sub-inspector bled to death after he was mortally wounded during a vicious gang attack. Top officials and ministers were seen standing around doing nothing while the inspector was writhing due to injuries, The Times of India reported.

It took 20 to 30 minutes before the policeman could be shifted to a vehicle but by then, R. Vetrivel, a father of two, was already dead.

The inspector was reportedly attacked by a seven-member gang.

Television footage aired on Friday showed harrowing scenes of the policeman writhing in pain from an explosion caused by a crude bomb and sickles, the Indian newspaper said.

Vetrivel was also seen sitting up but the footage had been blurred to avoid showing Vetrivel's badly wounded lower body.

Other officials were seen busy talking over their mobile phones, perhaps attempting to get an ambulance.

The officials were criticised for not having the presence of mind to shift the wounded to a hospital in one of the several vehicles standing by.

Henry Tiphagne, executive director of People's Watch, a human rights organisation for the promotion of rights in Tamil Nadu, blasted the officials, the Times of India reported.

He said: "The clipping of Vetrivel crying for help is shocking.

"A policeman on duty with one leg chopped off and profusely bleeding cries for help and two ministers and senior bureaucrats stand mute spectators.

"If this is the way a public servant on duty is treated when he is in distress, it is anybody's guess as to what kind of help a common man could get."

The scene was shot by a local videographer initially engaged to cover the ministers' visit.

However, officials present at the scene denied any undue delay, the Indian newspaper continued.

They countered that no more than 10 minutes had passed before the injured policeman was carried to an escort vehicle and rushed to hospital.

Health Minister Pannerselvam told the paper: "We ran out of the car to help the police nab the criminals. I ensured the doctors called the ambulance and attended to the victim."

Health secretary Subburaj added that the police had asked them not to leave their cars as the situation was precarious. Bombs were thrown and the police escorts were opening fire on the assailants.

"Saving him was extremely important, but it was also important for us to co-operate with the police," said Subburaj.

The victim was first taken to a hospital in a police escort vehicle and given first aid but was shifted to an ambulance and sent to another hospital on a 45-km journey. The man died en route, the Times of India reported.

No reasons were given on why the victim had to be moved to another hospital.

Local media reports indicated that R. Vetrievel was mistakenly taken down. The gang was allegedly engaged to target another police sub-inspector.

Seven people have been picked up so far for questioning. No arrests were made.
