MFA director-general to plead guilty over use of diplomatic bags

SINGAPORE — A director-general at the Ministry of Foreign Affairs (MFA) is set to plead guilty to charges over his use of diplomatic bags for boxes of Panadol and luxury watches.
Gilbert Oh Hin Kwan, 45, indicated at a further mention of his case on Thursday (March 21) that is pleading guilty.
This was on the last day for stage 1 plead guilty indication, which allows an accused person some discount in the sentence if they admit guilt.
Oh faces three charges for deceiving MFA, abetting this deception and providing false information to a public servant.
He allegedly concealed from MFA that a package containing boxes of Panadol, sent to Beijing from Singapore in December 2022, was for his personal acquaintance.
He is also accused of instigating an MFA colleague to dispatch a package containing branded watches from China to Singapore via the diplomatic bag service in January 2023.
That same month, he allegedly lied to a deputy secretary at MFA, stating that the branded watches in the above package belonged to his father.
Oh's guilty plea hearing has been set for April 26 before District Judge Sharmila Sripathy-Shanaz, according to court records.
The guilty plea indication comes after Oh returned to Singapore from Tokyo. He was granted permission by the court in January to leave the country.
Oh is represented by Mr Shashi Nathan and Ms Harjeet Kaur from Withers KhattarWong.
MFA previously said that Oh has been on no-pay leave while investigations were ongoing.
According to the Vienna Convention on Diplomatic Relations, diplomatic bags are used to send documents or items for official use. Under the convention, diplomatic bags cannot be opened or detained. The bags must "bear visible external marks of their character".
If found guilty of cheating, Oh may be jailed for up to three years, fined, or both. He may also be jailed for up to two years, fined, or both if he is convicted of lying to a public servant. CNA
