Because they stopped all previous gomen project for review and investigate corruption or cronyism. It, in my opinion caused a recession when BN fell.

They can easily revive the project but original developer already collapsed or lost interest.
No sky scrapers.
All New buildings must blend in with the heritage ones. Like the stadhuys and old china shops. Or something similar. Plenty of sidewalks. Current development plans destroy the spirit of the city. Those horrible sky scrapers with multi level parking is a sore eyes.
