Man slips hand up tourists' skirts, jailed 9 months

A RETAIL assistant slid his hand under the skirt of a 26-year-old British tourist in the underpass opposite The Central along New Bridge Road at 1pm on Jan 15.

Less than a month later in Feburary, Jorge Ngoo Chang Chong, 22, struck again.

This time, he went up to a 31-year-old Canadian walking to the taxi-stand at George Street at 2pm and rubbed her right buttock before putting his hand under her dress to grope her.

For these two offences and for molesting a maid last year, Ngoo was jailed for nine months on Friday.

A district court heard that a taxi arrived in the nick of time and the Canadian woman was able to escape his clutches.

Investigations then revealed that Ngoo had also outraged the modesty of a 23-year-old Indonesian maid on July 6 last year at the staircase of a block of flats in Tanjong Pagar.

The psychiatric report from the Institute of Mental Health stated the molester was 'immature' for his age but had no psychiatric ailment.
