Man jailed for insulting modesty of 15-year-old schoolgirl

SINGAPORE: An unemployed man was sentenced to six months' jail for insulting the modesty of a woman and other offences.
The court heard that 72-year-old Chia Guan Eng had unzipped his pants and rubbed his groin, in front of a 15-year-old schoolgirl.
He also used vulgarities when he approached her on January 3, at about 6am, near the fitness corner at the void deck of a block of flats at Woodlands Drive.
Chia also faces a charge of committing an obscene act in public.
Earlier that day, at around 5.40am, he had unzipped his pants and exposed his private parts to a 42-year-old woman at the sheltered walkway from Marsiling Rise towards Woodlands Square.
In October 2013, Chia stole an iPhone from a woman at a shop in JEM Shopping Mall.
The 20-year-old part-time sales attendant had left her phone to charge at the sales counter as she worked.
In his mitigation plea, Chia's lawyer said his client was diagnosed with an exhibitionistic disorder by the Institute of Mental Health in January.
But in sentencing, the district judge noted that Chia had a long list of such incidents and seemed to be a recalcitrant offender. - CNA
