When Neo Wei Siong, 35, quarrelled with his father on Oct 25, 2011 and could not go home, he stayed over at a friend's house. Two days later, he woke up in the Boon Lay flat to find himself alone with his friend's 15-year-old daughter, and later raped the minor.
