BRUSSELS (Reuters) - The European Commission has drawn up a list of U.S. imports worth around 20 billion euros ($22.6 billion) that it could hit with tariffs over a transatlantic aircraft subsidy dispute, EU diplomats said on Friday.

President Donald Trump on Tuesday threatened to impose tariffs on $11 billion worth of European Union products over what Washington sees as unfair subsidies given to European planemaker Airbus.
The EU measures would relate to the bloc’s World Trade Organization complaint over subsidies to rival Boeing.
WTO arbitrators have yet to set final amounts of potential countermeasures in each case.
The Commission said earlier this week that it had begun preparatory work on countermeasures in the Boeing case. However, it signaled it was open for talks with the U.S., provided these were without preconditions and aimed to achieve a fair outcome.
EU diplomats said the Commission was expected to publish a list of products on April 17 and begin a process of public consultation, after which the list could then be adjusted.
The final amount decided by the WTO arbitrator could also be lower. The EU had also initially requested that the WTO authorize countermeasures of $12 billion.
The arbitrator’s decision may not come before March 2020. In the U.S. case a WTO decision could come in June or July this year.

“You could say the Commission is preparing early, provoked by the U.S.,” one EU diplomat said.
PLANE DISPUTE, CAR TARIFF THREAT
The dispute between the U.S. and Europe over mutual claims of illegal aid to plane giants to help them gain advantage in the world jet business has dragged on for year.
The case, which has been grinding its way through the WTO for almost 15 years, is approaching the final stages of arbitration after partial victories for both sides.
Trump’s public attack on the EU came as his administration tries to hammer out a trade deal with China after imposing punitive tariffs on $250 billion of Chinese goods.
The EU is expected next week to give final clearance to the start of formal trade talks with the U.S. that could lead to the removal of duties on industrial goods and ease transatlantic tensions.
However, those talks face a series of hurdles, not least the U.S. insistence that market access for its farm products feature in the negotiations, something the EU has ruled out.
The talks follow a detente reached last July when Trump agreed not to impose duties on imports of EU cars while the two sides sought to improve economic ties.

Germany, whose exports of cars and parts to the U.S. account for more than half the EU total, wants to press ahead with talks to ward off tariffs its carmakers, including Volkswagen, Mercedes maker Daimler and BMW.
France, with few car exports to the U.S., has resisted, insisting that climate change provisions should feature in any deal - a difficult demand given Trump’s withdrawal from the Paris climate agreement.

WASHINGTON: French finance minister Bruno Le Maire warned on Friday (Apr 12) that Europe was ready to hit back at any US tariffs against Airbus as he pleaded for an "amicable solution" to the long-running dispute.
"If we were to be hit again by unjustified and unjustifiable US sanctions, Europe would be ready to respond in a united and strong way," the minister said after his meeting with his US counterpart Steven Mnuchin.


"All this would be bad for growth and bad for American and European prosperity," he said at a press conference on the sidelines of the spring meetings of the International Monetary Fund and World Bank.
"We must avoid this," he said. "On the basis of the WTO's conclusions, it seems to me that the voice of wisdom is to reach an amicable agreement between the United States and Europe on a final settlement of the Airbus-Boeing case," he said, adding that the case has been going on for far too long.
Le Maire already pleaded on Tuesday for an amicable solution with the United States and was scheduled to meet with US Trade Representative (USTR) Robert Lighthizer.
US President Donald Trump on Monday threatened the European Union with new tariffs if it did not end subsidies to Airbus, at the risk of reviving a fragile trade truce.


This was another step in a 14-year conflict between Boeing and Airbus where the US and EU accuse each other at the World Trade Organization (WTO) of providing illegal state aid to their respective aeronautical champions.
The EU had immediately warned that "in the parallel dispute over Boeing", it also intended to "take prompt action" in retaliation.
According to several European sources on Friday, it will make public on Wednesday a list of American products likely to be taxed up to 20 billion euros.
But it will be left to a WTO-appointed arbitrator to determine the amount of retaliation duties, which will be less than the 20 billion.
In 2012, "the EU had requested the WTO to authorize $12 billion in countermeasures," a commission source told AFP.
"The EU will now await the decision of the WTO appointed arbitrator regarding the final amount," the source added.

The European Union is considering hitting U.S. goods ranging from handbags to helicopters with retaliatory tariffs to the tune of 10.2 billion euros ($11.5 billion) in a dispute over subsidies to Boeing Co., according to a draft list seen by Bloomberg News.


The plan follows a U.S. threat to seek $11 billion in damages through duties on European goods ranging from helicopters to cheeses to counter state aid to Airbus SE. Both moves stem from parallel, 14-year-old, disputes at the World Trade Organization over market-distorting support for aircraft makers.



The European Commission, the EU’s executive arm, outlined the retaliation plan aimed at politically sensitive U.S. products to trade experts from the bloc’s national governments on Friday in Brussels, an official said on the condition of anonymity because the deliberations were behind closed doors. Another meeting on the matter is scheduled for April 15.



The WTO will ultimately determine the amounts of damages that both sides would be allowed to claim in the two cases. On April 9, the commission dubbed the U.S. projection of $11 billion “greatly exaggerated.”


EU-U.S. Trade War Escalates Over Disputed Aviation Subsidies

The renewed transatlantic wrangling over aviation subsidies heightens EU-U.S. trade tensions prompted by President Donald Trump’s “America First” protectionism, especially his controversial duties on foreign steel and aluminum based on national-security grounds and his threat to apply automotive levies on the same basis. It also comes as the two sides are preparing to sit down for negotiations on removing tariffs on industrial goods agreed to last year as part of an effort to forestall the auto tariffs.
New Risks
An escalation of transatlantic commercial tensions would in turn add risks to a global economy already suffering from Trump’s bigger trade war with China. In a Twitter post on April 10, Trump called the EU “a brutal trading partner.”

So far, the EU has applied tit-for-tat tariffs on 2.8 billion euros of American goods in response to Trump’s metal duties and threatened to hit a further 20 billion euros of U.S. products with levies should Washington restrict automotive imports.

To counter the threat of U.S. duties on foreign cars and auto parts, commission President Jean-Claude Juncker reached a truce with Trump last July in which both sides pledged to work toward scaling back transatlantic market barriers including tariffs on industrial goods.

EU governments advanced that plan on April 11 when their ambassadors to the bloc gave the go-ahead for European trade chief Cecilia Malmstrom to negotiate cuts in industrial tariffs. The envoys also approved a mandate for her to seek deeper EU-U.S. regulatory cooperation.

The list of U.S. goods on the commission’s draft retaliation list in the Boeing-aid case also includes video-game consoles, fitness equipment, casino game tables, tobacco, vodka, orange juice and a range of foods including chocolate, ketchup and frozen lobster.
The EU imports of the listed goods have a total value of around 20 billion euros and the bloc would eventually apply duties on some or all of the products once the WTO sets the damages limit, according to the official.
These levies, if implemented, would add to the increasing woes of U.S. nut growers. China, a large market for the industry, already put large duties on walnuts, cashews and pistachios as part of its trade dispute with the Trump administration, with some levies hitting 45 percent. The EU is also one of the largest destinations for American-grown nuts.
The U.S. list published on April 8 includes EU goods such as motorcycles, cheese and wine.
The Geneva-based WTO is due to set in the coming months the level of countermeasures that the U.S. would be able to enact and, in late 2019 or in early 2020, to fix the equivalent amount for the EU.
