报道称，华为7月22日宣布此消息时说，公司将与Ice Wireless及Iristel合作，帮助这两家公司在2025年前，将北极地区、魁北克东北部偏远地区以及纽芬兰和拉布拉多半岛的农村社区连接起来。
华为还表示，位于努纳武特地区以因纽特人为主的约25个社区也将在此次网络部署中受益。
华为加拿大公司总裁李红波说：“我们深信所有人都应连结上第四代行动通讯（4G LTE），无论他们住在加拿大何处，即使是高速通讯服务可能不符合经济效益的地区也当如此。”
报道称，华为指出，他们将在地球上最寒冷的部分地区布建无线网路，让这些地区能连上网。“我们需要使用高度可靠的世界级设备，以尽量减少物理干预，避免我们的社区再次因断电而与世隔绝。这就是我们与华为加拿大公司合作的原因。”Ice Wireless副总裁让-弗朗索瓦·迪穆兰如此说道。
