WE REFER to Mr Gui Teck Kiang's letter, "An off-peak car loophole" (June 17).

We would like to assure Mr Gui that the electronic day licence (e-Day Licence) system allows for a more effective way of detecting Off-Peak Car (OPC) violations.

The OPC scheme is one of LTA's initiatives to manage congestion on our roads, especially during peak hours. The scheme was revised and enhanced recently. The e-Day Licence system to replace the paper licence and allow the purchase of licences online was implemented on Nov 23 last year. Under this system, OPC owners have the option of buying the e-Day Licence after using the OPC, as long as they do so before midnight the next day.

Our enforcement efforts are more effective with the introduction of this electronic system. For instance, enforcement officers can now verify an OPC's registration number against the system records without having to stop motorists to check for a valid paper licence. In view of the rising OPC population, we have also widened the scope of our enforcement coverage, such as using cameras, to supplement the enforcement officers.

We are continuously reviewing and looking at ways to ensure the effectiveness of the OPC scheme. We would like to remind motorists that it is an offence to drive an OPC without a valid licence. First time offenders are liable to a fine of up to $5,000, and $10,000 for subsequent offences.
